한국 지방정부의 혁신에 관한 실증분석: 혁신패턴, 정책행위자 및 영향요인을 중심으로

연구는 한국 지방정부들이 지향하는 혁신패턴, 주요 정책행위자와 환경요인을 분석하고 이들 간의 매개관계를 분석하고자 한다. 한국의 지방정부들이 지향하는 혁신패턴은 민주성, 효율성, 형평성, 유연성의 순으로 구성된 것으로 나타났다. 지방정부 혁신의 추진력은 단체장과 공무원에 의해 지배된다. 그러나, 이들의 혁신지향성을 제공하는 원천은 주민참여이다. 재정자립도는 전체 혁신성과 약한 부의 관계를 가지고 있으나, 재정자립도가 높은 지방정부일수록 민주성 제고 혁신시책에는 관심을 가지고 있다. 인구규모, 도농차이는 유의미한 영향을 미치지 못하며, 혁신에 대한 영향력의 경로는 혁신패턴별로 다르게 나타나고 있음이 밝혀졌다.

본 연구는 공동체주의의 이론적 등장과 내용을 살펴보는 데 목적을 두고 있다. 이는 자치공동체에 대한 연구의 이론적 토대를 확장하는 데 기여하고, 한국 사회에서 진행 중인 ‘공정한 사회’에 대한 담론을 보완하는 데 간접적으로 기여할 수 있을 것이다. 먼저, 자유주의와의 논쟁 속에 나타난 공동체주의의 이론적 구조를 분석하고, 논쟁이 내포하는 함의와 자치 공동체의 발전에 대한 시사점을 도출하였다. 한국사회에서 공동체주의를 수용하는 과정에 나타나는 거부감의 원인을 규명하고, ‘좋은 사회’를 향한 공동체주의의 메시지를 요약하였다.
