About the Lab

Professor Yujin Choi's research lab focuses on public administration, organizational behavior, and human resource management with an emphasis on public service motivation, person–job and person–organization fit, knowledge sharing, and career development in the public and non-profit sectors. The lab investigates how individual values, institutional pressures, and organizational structures influence job choice, job satisfaction, and career success—particularly among women and public servants. Using longitudinal and survey-based empirical methods, the lab explores the dynamic interplay between personal motivations, organizational culture, and institutional forces in shaping public sector outcomes.

Attraction-Selection and Socialization of Work Values

This article advances the research investigating the process of sector choice (attraction-selection) and changes in work values (socialization) over time using panel data. We find little evidence that work values predict actual employment in public schools, but there are differences in changes of work values after entering into public organizations, compared with private organizations. Voice Effects of Public Sector Unions on Turnover

Based on Hirschman’s exit and voice model, this article examines the impact of voice mechanisms on turnover using the case of teacher unions in New York State. 우리나라 공무원 성과급제도의 현황과 개선방안 연구

본 연구의 목적은 우리나라 공무원 성과급제도의 현황과 문제점을 살펴보고 개선방안을 도출하는 데 있다. 이를 위해 성과급의 효과에 대한 국내 실증문헌들을 분석하여 성과급제도의 문제점을 정리하고, 해외사례 분석을 통해 시사점을 도출한 후, 이를 종합하여 향후 방향에 대해 제언을 시도하였다. 단기적으로는 비금전적 및 금전적 보상의 다양성 및 유연성 제고, 간이형 직무분석, 평가군별 평가방안을, 장기적으로는 부처별 자율성 강화와 더불어 직무중심 보상체계로의 전환이 필요함을 제시하였다. 직무중심 보상체계는 다양하게 설계할 수 있는 바, 중간단계로써 호봉제를 유지하면서 직무급적 성과급을 도입하고, 장기적으로는 보수등급제(payband system)를 도입하는 것을 주요 대안으로 제시하였다.

괴롭힘 상황에서 주변인 행동과 피해학생 반응의 관계 : 통제욕구, 통제지각 및 대처전략을 중심으로

본 연구는 괴롭힘 현상을 가해-피해의 양자구도를 넘어 주변인을 포함한 집단 역동적 관점에서 바라보았으며 괴롭힘 상황에서 주변인 행동과 피해학생 반응의 관계를 분석하였다. 이를 위하여 1학기 중 수도권에 위치한 중학생을 대상으로 2주에 걸쳐 설문을 실시한 후 성실하게 설문에 응답한 220명의 자료를 바탕으로 성별, 학년 및 괴롭힘 경험유형과 주변인 행동유형(동조행동, 방관행동, 방어행동)의 관계를 살펴보았다. 또한 주변인의 행동유형(방어행동 vs, 방관행동)에 따라 피해 학생의 반응(통제욕구, 통제지각 및 대처전략)이 어떤 차이가 있는지를 분석하였다. 분석한 결과, 첫째 저학년일수록, 여학생일수록, 과거에 가해경험이 적을수록 주변인의 경우 피해학생을 방어할 가능성이 높았다. 둘째, 괴롭힘 상황에서 주변인이 방관할 때보다 방어할 때 피해학생의 통제욕구와 통제지각 및 적극적 대처수준은 높은 반면 소극적 대처수준은 낮아졌다. 이러한 차이는 괴롭힘 상황에서 피해학생의 반응은 주변인의 행동과

공공관리자의 조직성과에 대한 인식과 위험선택 의사결정

본 연구는 “왜 공공관리자는 그러한 결정을 내리는가?”라는 기본적 물음에서 출발하였다. 선행연구들은 그동안 관리적 의사결정과 성과간의 관계를 선형적이고 일방향적(nonreciprocal)인 관계로 가정하였고, 역으로 조직성과가 의사결정에 미치는 영향에 대해서는 연구가 거의 이루어지지 않았다. 본 연구는 공공관리자의 의사결정에 영향을 미치는 핵심 변수로서 조직성과에 초점을 두고, 공공부문의 조직성과와 의사결정간의 관계를 경험적으로 검증하였다. 특히 관리자가 조직에서 내릴 수 있는 다양한 의사결정 중 위험선택 의사결정에 초점을 맞추었으며, 성과에 따라 관리자의 위험선택/회피 의사결정이 어떻게 달라지는지 살펴보기 위해 상대적 위험회피 모형(a relative risk aversion model)을 적용하였다. 본 연구결과에 따르면, 정부가 강조하는 혁신이나 협업의 효과는 관리자가 인식하는 조직성과의 수준에 따라 달라질 수 있다. 다시 말해, 조직 혁신과 협업을 강조하는 공공조직의 노력은

노인의 공공도서관 이용 가치체계에 관한 연구 - 서울 소재 공공도서관을 중심으로 -

본 연구에서는 노인이 공공도서관을 이용하는 이유와 가치체계를 밝히고자 하였다. 이를 위하여 서울소재 15개 공공도서관에서 만 60세 이상 이용자를 대상으로 2018년 10월 29일~11월 10일까지 설문조사를 실시하여 수집한 306부의 응답 결과를 분석하였다. 가치체계는 수단-목적 사슬 이론(Means-end Chain Theory, MEC)을 토대로 공공도서관 이용의 속성, 혜택, 가치 연결 관계를 가치계층도로 도식화하였고, 만 65세를 기준으로 두 집단으로 나누어 비교하였다. 분석 결과, 가장 높은 빈도로 나타난 가치체계는 책을 읽거나 빌려본다(속성) → 새로운 지식을 얻을 수 있다(혜택) → 나 자신에게 만족한다(가치)였다. 공공도서관을 이용함으로써 도달하는 가치에 대해서는 두 집단 공통적으로 스스로에 대한 만족, 성취감, 재미와 즐거움, 삶에 활력이 생기는 것을 느낀다고 답하였는데, 만 65세 이상 노인은 공공도서관 이용이 정신적/신체적 건강에 도움이 된다고도 느끼는 것으로
