세인트폴과 포틀랜드의 참여제도가 다른 지역의 근린참여제도와 구별되는 가장 중요한 특성은 참여의 깊이이다. 즉 공식적인 참여기구가 시정의 거의 모든 분야에 확대되어있어서 주민들은 매우 구체적인 영역까지 참여할 수 있다. 대신 시애틀과 로스앤젤레스는 시정참여보다 근린의회단위의 자체적인 사업을 충실하게 발전시키기 위하여 근린단위의 자율성확보에 치중한다. 그리고 세인트폴과 포틀랜드는 참여의 단위가 작아서 각각의 근린의회가 역사적, 문화적으로 동질성을 유지하기 쉽도록 설계되어 있다. 이러한 제도적인 차이는 아래에 설명될 역사적인 맥락과 무관하지 않다.
