About the Lab

Professor Ho-yong Jeong's research lab specializes in labor economics, public finance, and political economy, with a strong focus on the socioeconomic impacts of policy reforms. The lab investigates how tax policies, minimum wage adjustments, and institutional factors influence labor market outcomes, crime rates, and civic engagement. Empirical analysis using large-scale microdata and quasi-experimental methods underpins its research, particularly on issues such as the underground economy, employment effects, and behavioral responses to policy shocks. The lab also explores the interplay between individual behaviors—like smoking—and long-term labor market performance.

Tax reform and the underground economy: a long-term global perspective
Hoyong Jung
SJR Q1Journal of Economic Policy Reform

Existing studies show the underground economy negatively affects socioeconomic development, focusing on economic and institutional aspects as underlying factors driving its existence. This study examines the relationship between tax reform and the underground economy in 23 developed and emerging countries from 1990 to 2015. Our empirical analysis indicates that tax reforms increasing the societal tax burden expand the underground economy. Notably, expanding the tax base, rather than increasing t

Can Jobs Reduce Crime? Evidence from a Minimum Wage Policy in South Korea
Hoyong Jung, Seungwoo Chin
SJR Q2International Economic Journal

This study examines the effect of employment on crime in South Korea. The sharp 16 percent increase in the minimum wage in 2018 significantly affected low-income workers, particularly the young and elderly. Using the interaction between annual minimum wage changes and age groups vulnerable to such changes within local districts as an instrumental variable for employment, the analysis identifies the impact of employment on crime rates. The results show that improved employment conditions lead to

Effects and Channels of Smoking on College Students’ Labor Market Performance
Hoyong Jung, Seungwoo Chin
SJR Q2International Economic Journal

This study investigates the impact of smoking on the labor market performance of college graduates, utilizing representative data from South Korea. To mitigate endogeneity concerns, we employ the average cigarette price during participants’ college years as an instrumental variable for smoking behaviors. The findings reveal a detrimental effect of smoking on the labor market outcomes of college students. Smokers are significantly less likely to secure employment, and if employed, they tend to ea

Minimum Wage Hike and Multinational Enterprises' Employment: Firm-Level Evidence from South Korea
Hoyong Jung, Sunyoung Park
SJR Q2Journal of Economic IntegrationOA

This study examines the impact of a consecutive double-digit hike in Korea's minimum wage from 2018 to 2019 after the impeachment of President Park Geun-hye as an exogenous shock on the employment of multinational enterprises (MNEs). Notably, this topic has received limited attention in extant literature. Using a firm-level dataset covering the period 2006-2020, we find that MNEs respond to increases in the minimum wage by reducing their total employment size, including both regular and temporar
