생활임금 제도는 개인의 생존에 대한 보장만을 하는 최저임금과 달리 한 가구의 생계가 가능한 정도의 임금을노동자에게 보장하는 제도로 지역의 공공부문에서 선도적으로 도입되었다. 우리나라의 경우 성북구와 노원구가 참여연대의 제안을 받아 2012년 행정명령을 통해 생활임금 제도를 최초로 도입하였고 이후 조례로 확산되었다. 본 연구는 이 제도의 확산 현상에 주목하여 생활임금 조례의 결정요인에 대한 분석을 진행하였다. 그결과 노동조합조직률이 높은 지역, 그리고 단체장의 소속정당과 지방의회의 정치성향이 진보적인 지방자치단체가 이 조례를 도입하고 있는 것으로 나타났다. 한편, 저임금으로 인한 소득양극화라는 위기에 대응해 지방자치단체가 이 조례를 도입하더라도 실제 시행되는 생활임금의 크기는 노동자들의 생활개선에 기여할 정도로충분히 높지 않다는 비판이 있다. 때문에 본 연구는 이 조례의 결정요인에 대한 연구에서 더 나아가 생활임금의 강도(최저임금 대비 생활임금 백분율)에 대한 분석을 진행하였다. 분석
사업장들의 유해화학물질 배출량 정보를 의무적으로 공개하는 유해화학물질 배출량 조사제도(PRTR)의 정책목표는, 환경배출량 정보가 공개된 사업장들에 대한 공공의 압력을 유발함으로써 사업장들의 배출량 저감을 유도하고, 궁극적으로 그에 따른 인체유해성 감소를 달성하려는 것이다. 이러한 정책목표를 달성하기 위해서는 공개되는 정보가 공공의 압력을 유발하기에 적합한 형태와 유용성을 갖출 필요성이 제기되고 있다. 그러나 현재 공개되고 있는 배출량 정보는 각 사업장들의 단순 배출량 총량(kg)만을 공개하고 있는 상황으로, 최종 인체유해성 정도와 추이가 궁극적인 관심사임에도 불구하고 이에 대한 정보 제공이 이루어지지 않고 있다. 공개된 정보의 정책목표와의 불일치성 문제는 기업들의 전략적 행동으로 이어질 수 있다. 즉, 유해화학물질을 배출하는 기업들은 공공에 공개되는 정보의 형태인 총 배출량 수준을 저감하려 노력하지만, 실제 정책목표인 인체유해성 수준 저감에는 우선순위를 두지 않는 전략적 디커플링(d

각 사업체들로 하여금 유해화학물질 배출량 및 이동량 정보를 의무적으로 공개하게 하는 유해화학물질 배출?이동량 조사제도는 지역사회, 환경단체, 규제당국 등으로부터 공공의 압력을 유발하여, 궁극적으로 유해화학물질로부터의 인체유해성 수준을 저감하는 것이 정책목표이다. 본 연구에서는 2004년부터 2012년까지의 지역별 유해화학물질 배출량 및 인체유해성의 추이를 살펴보았다. 먼저, 국내 전체의 추이를 살펴본 결과, 총배출량 수준은 미미하게 감소하였지만, 인체유해성 수준은 크게 증가한 것으로 나타났다. 이어서 살펴본 지역별 추이는 배출량 수준과 인체유해성 수준이 지역에 따라 크게 다른 것으로 나타났다. 특히, 일부지역의 경우 배출량 수준은 증가하였지만 인체유해성 수준은 감소한 반면, 대조적으로 배출량 수준은 감소하였지만 인체유해성 수준은 증가한 지역도 나타났다. 이러한 결과는, 단순 배출량 정보만 공개하고 있는 현 제도 하에서, 궁극적 정책목표인 인체유해성 수준의 저감을 위해서는 보다 정확한
