About the Lab
Professor Hyun-joon Kim's research lab focuses on public administration, e-government development, and the strategic use of information technology in local government. The lab explores IT capacity building, intergovernmental collaboration in digital governance, and citizen engagement in public service delivery. It also investigates organizational mechanisms such as contracting out and performance monitoring in public management, as well as the socio-institutional dimensions of public service quality and citizen willingness-to-pay for public amenities.

This study found no significant differences in survival rates and neurological outcomes between mechanical CPR and PPE-equipped manual CPR in the ED setting. However, a longer total CPR duration was observed in the mechanical CPR group. Further research is required to explore the impact of PPE on healthcare providers' performance and fatigue during CPR in the context of the pandemic and beyond.
Recently, as the clinically positive biological effects of ultra-high dose rate (UHDR) radiation beams have been revealed, interest in flash radiation therapy has increased. This study was carried out to survey and analyze the transition of landscape plants on an apartment complexes in the 1990's and 2000's. The results are summarized as follows;The ratio of landscape area was increased from 30.0% to 34.7%. The number of trees per 100 square meter decreased from 22.5 to 15.7. 본 연구는 현재 공동주택에서 조경 식재 유지관리가 어떻게 이루어지고 있는지 현황을 파악하고, 문제점을 찾아 개선방안을 제시하고자 190개소 공동주택 관리소장을 대상으로 설문조사를 실시하였으며 그 결론은 다음과 같다. 연간관리비용이 500만원미만인 곳이 141개소로 75.4%를 차지하고 있었으며, 관리 비용의 부족으로 인해 조경유지관리회사에 위탁관리를 맡기지 못하거나 일부 관리 공종만 위탁하는 것으로 조사되었다. 따라서 대부분 관리사무소에서 직접 유지관리를 실시하고 있어 모든 공종에 대한 충분한 관리가 어려운 실정이다. 관리비용은 관리의 질에 가장 직접적으로 영향을 미치는 근본적인 요인이나, 관리비용을 늘리는 것은 실질적으로 어려운 문제이다. 그러나 최근 조경에 대한 주민의식 향상에 따라 조경관리비용의 필요성 및 타당성을 알리고 관심을 갖도록 유도하며, 주민들을 대상으로 조경관리에 지불할 수 있는 관리비용을 설문조사 등을 통해 알아보고 적정한 관리비용을 산정하는 방안이 필요하다. 74
변화하는 행정 환경에 대응하기 위하여 공공서비스 전달 체계의 패러다임은 지속적으로 변화하고있다. 최근의 행정 개혁은 효율성 등 시장의 원리를 중심으로 하는 신공공관리론(NPM)적 관리방식에 문제를 제기하고, 공공 가치를 창출하기 위한 새로운 해법을 모색하는 방향으로 진행되고있다. 이에 본 논문에서는 공동 생산(co-production)에 기반을 둔 ‘공공서비스 디자인’ 접근법을통해 기존 패러다임의 한계를 극복할 대안을 탐색한다. 공공서비스 디자인은 공공서비스 분야에서비스 디자인 방법론을 도입하는 것으로서 사용자의 경험과 협업을 강조한다. 공공서비스 디자인은기존 행정 모형과 달리 시민 개인에게 관심을 가지며, 개별 공공서비스 자체에 초점을 맞춘다는점에서 수요자 중심의 공공서비스 공급을 가능하게 한다. 본 논문에서는 이러한 공공서비스디자인 원리가 도입된 국내 사례인 ‘국민디자인단’ 활동 결과를 분석함으로써 기존 공공서비스전달 체계의 대안적 모형으로서 공공서비스 디자인의 가능성을 진단한다
CCS (Carbon Capture and Storage)는 공업용 자원이나 에너지 기반의 자원으로부터 CO2를 포집하여 고갈 유·가스전, 석탄층, 바다, 심부 대염수층 등에 저장하는 기술이다. 그러나 잠재적인 CO2 누출은 환경문제를 유발할 수 있기 때문에 저심도에서 CO2의 누출을 검출할 수 있는 모니터링 기술이 필요하다. 따라서 본 연구는 인위적인 CO2 누출실험을 통해 지표면 부근에서 토양 CO2가 확산되는 경향을 분석하고자 실시하였다. 시험대상지 “The Environmental Impact Evaluation Test Facility (EIT)”는 2015 년에 충북 음성군 대소면에 설치되었다. 총 5개의 구역 중 2, 3, 4구역에서 약 34 kg CO2/day/zone의CO2를 2015년 10월 26일부터 30일까지 주입하였다.
