통일 이후 남북 사회통합 요인분석:북한이탈주민 FGI 조사 결과를 중심으로

본 연구는 남북통일이 실현되었을 경우 사회통합을 달성하기 위해 고려되어야 하는 주요 변수들을 이론적 고찰과 독일통일 사례에 대한 실증적 분석을 통해 식별하고 이를 바탕으로 북한이탈주민 FGI 조사를 수행하여 통일 이후 사회통합의 주요 결정요인들을 파악하고 정책적 시사점을 도출하고자 수행되었다. 먼저 사회통합을 체제통합과 가치통합으로 구분한 Krechel(1999)의 연구에 기반하여 통일 이후 어떠한 요인들이 사회통합을 저해하거나 촉진할 수 있는지 예측적 분석을 위한 이론적 틀을 구축하였다. 독일통일 사례 실증적 연구 결과 또한 Krechel의 연구에 기초한 이론적 틀과 일관성 있는 시사점을 제공해 주었다. 이러한 이론적 틀에 근거하여 북한이탈주민 대상 FGI 조사를 실시하였으며 이를 통해 통일 이후 남북 사회통합에 대한 촉진 및 저해 요인을 예측적으로 분석하고, 통일 정부에서 효과적으로 사회통합을 달성하기 위한 정책적 시사점과 방향성을 제시하였다.

장애인 유권자 대상 편의서비스 실효성 분석: 시각 및 지체 장애인 유권자를 대상으로

본 연구는 중앙선거관리위원회가 운영중인 장애인 투표편의제도가 장애인의 투표참여에 미치는 영향을 실증적으로 확인하고자 두 가지 연구 목적을 가지고 수행되었다. 첫 번째 연구 목적은 행동과학 이론에 기반의 정보 전달의 차별화가 장애인 유권자의 ‘투표편의제도에 대한 인지 여부’ 개선에 얼마나 도움이 되는지에 대한 검증이며, 두 번째는 장애인 투표편의제도가 장애인 유권자들의 투표행위를 얼마나 촉진시켰는가를 실증적으로 검증하는 내용이다. 이를 위하여 무작위 실험설계와 무작위 촉진설계를 적용함으로서 본 연구는 인과관계적 정책연구에서 발생 가능한 선택편의의 문제를 예방하고 내적 타당성을 확보하고자 하였다. 분석 결과, 투표편의에 대한 정보 전달이 투표편의제도에 대한 인지향상에 도움을 주는 것으로 나타났으며, 특히 행동과학적 접근 방식의 효과성이 확인되었다. 다만, 투표편의제도에 대한 인지향상이 투표참가 행위의 촉진으로 연결되는 인과관계는 유의미하게 확인되지 않았다.

시장경제 체제 이해도와 북한이탈주민의 사회통합 -소득 및 직업 안정성 향상을 중심으로-

본 연구는 사회통합의 경제적 영역에 초점을 맞추어 북한이탈주민이 남한사회에 통합되는 과정에서 시장경제 체제에 대한 이해도가 개인의 소득과 직업 안정성에 어떠한 영향을 미치는지 탐구한다. 선행연구에 따르면 경제적 통합은 이민자가 새로운 사회에 성공적으로 적응하는 데 필수적인 요소로, 이는 특히 북한이탈주민에게 적용된다. 이러한 배경에서 본 연구는 북한이탈주민의 시장경제에 대한 이해도가 남한에서의 소득 및 직업 안정성에 미치는 영향을 각각 순위로짓모형과 다항로짓모형을 활용하여 분석하였다. 분석 결과, 시장경제에 대한 전반적 이해도가 상승할수록 소득이 증대될 확률이 증가하는 것으로 나타났다. 시장경제 체제의 특성을 바탕으로 ‘국가 재분배 역할에 대한 선호도’ 및 ‘개인의 책임과 경쟁에 대한 선호도’로 분류하여 추가 분석한 결과, 국가 재분배 역할에 대한 낮은 선호도와 개인의 책임 및 경쟁에 대한 높은 선호도가 소득 증대를 더욱 촉진하는 것으로 관찰되었다. 반면, 시장경제 이해도가 직업 안
