본 논문은 1993년부터 2016년의 기간 동안 한국 주요 신문들의 ODA 관련 보도가 어떻게 변화해 왔는지를 탐색한다. 8,407건의 신문기사들의 주제가 어떻게 변화해 왔는지를 확률 토픽모형인잠재 디리클레 할당(LDA)을 통해 보여준다. 분석 대상이 된 일간지는 조선일보, 중앙일보, 한겨레신문, 경향신문, 매일경제신문, 한국경제신문, 총 여섯 개로 진보와 보수 이념, 경제 분야의 주요 언론사를 모두 포함하였다. 연구주제는 크게 두 가지이다. 첫째, ODA 기사의 주제는 시기별로 어떤차이가 있는가? 둘째, ODA 신문 보도의 주제가 신문사의 성격 및 이념적 정향에 따라 어떻게 달라지는가? 분석 결과 한국 언론은 대체로 수출 및 기업 진출, EDCF 차관, 아세안 경제협력, 새마을 운동 등 한국의 발전경험과 국익에 초점을 맞추어 보도를 한 것으로 나타났다. 북한의 개발원조에 대한 보도 비중도 높았다. 본 연구는 ODA 증액에 대한 국민의 지지수준을 살펴보고 이에 영향을 미치는 요인들을 탐색한다. 2011년 한국종합사회조사(KGSS)를 주요 분석자료, 2016년 ‘ODA에 관한 국민인식조사’를 보조자료로 활용하였다. 2011년 자료에 대한 순서형 프로빗(ordered-probit) 분석 결과, 응답자의 사회인구학 및 사회경제적 요인, 복지에 대한 태도, 한국 정치에 대한 전망 및 인권인식 등이 ODA증액에 대한 개인의 태도에 중요한 영향을 미치는 것으로 나타났다. 2011년 조사와 2016년 조사에서 공통적으로 포함된 문항들을 대상으로 한 제한된 범위의 순서형 프로빗 분석에서는 사회경제적 지위 변수가 중요한 결정요인으로 나타났다. 한국종합사회조사 분석 결과, 국민정체성과 국제 규범(global norm)으로써 인권에 대한 인식 정도로 나타난 세계시민성이 동시에 ODA 증액에 대한 지지태도에 유의미한 영향력을 행사하는 요인임을 확인하였다. 또한 자선적 목적의 기부에 적극적인 개인이

본 논문은 국제개발 민관협력의 모델 및 방향을 “공유가치창출(CSV)”과 연계하여 제시하는데 그 목적이 있다. 사회공헌 및 자선을 넘어 소외계층을 대상으로 한 경제적․사회적 가치 창출을 목표로 하는 CSV의 원리를 적용함으로써, 개도국의 빈곤타파와 개발에 기여할 수 있는 새로운 민관협력 모델의 구축이 가능하다고 주장한다. 이를 위해 첫째, CSV 민관협력 모델의 원칙을 1) 기업의 핵심역량 활용, 2) 새로운 가치 창출, 3) 국가협력전략(CPS)과의 조응성, 4) 다양한 이해관계자 역량 활용, 네 가지로 제시하고 정당화한다. 둘째, 선진공여국 민관협력의 역사와 추이를 미국의 CSR형과 유럽의 기금형으로 나누어 살펴본다. 셋째, 제안된 CSV 민관협력 모델에 근거하여 국내의 유․무상 민관협력사업의 현황과 문제점을 짚어본다. 넷째, CSV 민관협력 원칙이 비교적 충실히 반영된 국내외 사례를 소개하면서 새로운 민관협력 모델이 개발현장에서 이미 구현되고 있으며, 확산시킬 수 있다는 점을
