During the screening of herbs for inhibition of melanogenesis, it was observed that ethanolic extract of Angelicae Gigantis Radix (AGE) effectively inhibited isobutylmethylxanthine-induced melanogenesis in B16 melanoma cells. 지방의원 유급제 도입에 따른 의정활동 평가 :서울과 경기도내 35개 기초자치단체를 중심으로

이 연구는 지방의원 유급제 실시에 따른 정책의 효과를 과정과 산출의 맥락에서 평가하는데 목적을 두었다. 제도의 효과 평가는 두 가지 차원에서 수행되었다. 먼저 과정 평가 맥락에서 독립표본 t 검정을 통해 제도 실행 이전과 이후의 실태 변화를 분석하였고, 산출 평가 맥락에서 젊고 유능한 인재가 의정활동에 어떠한 영향을 미치는지를 분석하기 위하여 회귀분석을 실시하였다. 서울과 경기도내 기초자치단체 35개를 대상으로 독립표본 t 검정을 실시한 결과 제도 실행 이후 의원의 학력 수준은 높아졌으나 연령 수준은 통계적으로 유의한 차이를 보이지 않았다. 그리고 의회의 입법기능에 대한 성과인 의원 1인당 조례 발의건수, 의원의 조례 발의 비중, 의원이 발의한 조례 중 가결 비중 모두 개선되어 성과가 증진된 것으로 나타났다. 그러나 예산 심의 및 의결 기능과 시정질의 및 조사·감사 기능은 유의미하게 개선되지 못한 것으로 나타났다. 한편 의원의 학력과 연령 수준이 의정활동에 미친 영향을 분석 한 결과

국가 관료제의 정책집행과 관료적 거버넌스: 청주・청원 통합사례를 중심으로

민주화와 지방자치 이후, 한국의 국가 관료제는 더 이상 정책집행의 과정에서 중추적인 역할을 수행하지 못한 다고 인식됐다. 이러한 맥락에서 이 논문은 민간 주도의 성공적인 행정구역 통합사례로 알려진 청주・청원 통합사례를 활용하여 국가 관료제가 어떠한 역할을 수행하였는가를 그들의 행정운영 방식을 통해 살펴봄으로서 이들이 여전히 집행과정에 핵심적인 영향력을 발휘하고 있음을 밝히고자 하였다. 통합과정에 나타난 국가 관료제의 영향력을 설명하기 위해, 이 연구는 관료적 거버넌스라는 개념을 끌어들였다. 관료적 거버넌스는 관료 주도의 사회적 조정체계로서, 효과적인 목표달성을 위한 관료제의 행정운영 방식이다. 분석결과, 관료적 거버 넌스의 관점에서 본 청주・청원 통합과정은 총 여섯 가지의 특징이 나타나고 있었다. 첫째, 국가 관료제는 의견수렴 과정을 통해 통합대상을 의도적으로 선정하였다. 둘째, 국가 관료제는 수직적인 행정 시스템에 수평적인 행정 시스템을 결합한 행정추진체계를 구성하였다. 셋째, 국
