The Failure of Recent State Vocational Training Policies in Korea from a Comparative Perspective
Jooyeon Jeong
SJR Q1British Journal of Industrial Relations

Abstract On the basis of fieldwork conducted during June 1992 and 1993, this study examines outcomes of two recent vocational training policies in Korea, cooperative training, and ChangWon Industrial Masters' College. It was found that these two policies, seeking to imitate the German dual vocational training model, failed to produce the industrial skills sought. These outcomes can be explained by examining two social contexts surrounding the policies in comparison with those in Germany: the exc

Pursuing centralised bargaining in an era of decentralisation? A progressive union goal in Korea from a comparative perspective
Jooyeon Jeong
SJR Q2Industrial Relations Journal

During the last decade, progressive Korean unions have attempted to transform the organisation and bargaining of enterprise unionism into an industrial unionism. This vitalised development in collective bargaining contrasts with trends prevailing in many advanced nations. This paper, on the basis of case studies, examines factors shaping bargaining structures in the context of Korean industrial relations. A theoretical framework regarding factors shaping bargaining structures, one formed in comp

Personnel management policies for workplace restructuring and their implications for industrial relations: a case in Korea from a comparative perspective
Jooyeon Jeong
SJR Q1The International Journal of Human Resource Management

This study illuminates and analyses the main features of personnel management (henceforth PM) policies for workplace restructuring in Korean manufacturing firms during the 1990s and their implications for industrial relations at the enterprise level. According to national data on the recent evolution of enterprise bargaining agreements, popular PM policies took the forms of numerical and financial flexibility, while union intervention in implementing those policies was low. Other firm-level data

Enterprise Unionism from a Korean Perspective
Jooyeon Jeong
SJR Q1Economic and Industrial Democracy

This study examines the structural and functional features and institutional stability of enterprise unions in the Korean manufacturing sector in the late 1980s. Both the positive relationship between the proportion of unionized firms and firm size, and the distinct function of enterprise unions are identified and explained. The dramatic rise of the labor movement since mid-1987 undermined the institutional stability of Korean enterprise unions. Finally, a broad comparison of enterprise unions b

Industrial Relations in Korea
Jooyeon Jeong

A key factor in Korea's economic success is the nature of industrial relations in Korean business and industry. Joo-Yeon Jeong presents a comprehensive survey of the current state of industrial relations in Korea. He shows how union membership has changed over recent decades, and how the focus of bargaining has widened from purely financial considerations to include a much wider range of issues including, principally, issues related to job security. In addition, the book considers

How a Powerful Bureaucracy Fell: The Abolition of the Economic Planning Board in South Korea
정주연

This paper analyzes the politics of major state institutional reform by focusing on the abolition of the Economic Planning Board (EPB)in South Korea. The EPB, which had been the top coordination agency representing Korea’s high-development era since 1961, was abolished abruptly and swiftly in 1994. The sudden downfall of the EPB has been generally interpreted as the demise of an obsolete developmental bureaucracy facing the pressure of globalization. This paper, however, shows the discrepancy be

Diversity in Union Security Among Enterprise Unions: Cases of Korean Metal Firms from a Micro-Socioeconomic Perspective
Jooyeon Jeong
SJR Q1Journal of Industrial Relations

By examining case studies of five enterprise unions in three industries in the Korean metal sector, this paper finds that union security (i.e. the actual ability of unions to engage in organisation and bargaining for employee representation) varies across unions. Distinct levels of security are characterised by considering structural and functional features of enterprise union organisation and bargaining. These diverse features turn out to be closely related to industry- or firm-specific growth

Skill Formation Of Engineers In Large Korean Firms: An Analysis From A Comparative Perspective
Jooyeon Jeong
SJR Q2International Journal of Training and Development

On the basis of firm‐level case studies, this paper examines the actual performance of university education and in‐firm training for engineers in large Korean manufacturing firms. University education fails to meet the actual demands for skills at the firm level, while in‐firm training fails to devote sufficient resources to the continuous, lifetime skill formation of engineers. The poor performance of this education is explained by the rigid university administration system in Korea, and worsen

Is Korean Enterprise Bargaining a Bona Fide Tool for Employee Representation?
Jooyeon Jeong
SJR Q1Journal of Industrial RelationsOA

I n the 1990s, Korean enterprise unions have faced radical changes in personnel and work organisation policies in the wave of employer-led enterprise restructuring, accelerated in particular after the national economic crisis of 1997. This study empirically and theoretically examines whether isolated enterprise bargainings exclusively occurring at enterprise levels are inferior to coordinated bargainings beyond enterprise levels in defending employment security in this context.

Two Types of Labor Shortage
Jooyeon Jeong
Journal of Industry Studies

On the basis of field work in six Korean machine tool plants, two types of shortage are identified. One is a quantitative shortage, i.e. excess demand for labour, commonly found in small- and medium-sized plants. The other is a qualitative skills deficiency found in larger plants when existing employees do not have the sufficient skills they need to perform their jobs effectively. Low investment for skill formation, which is implicitly embedded in both the low-price product strategy and dependen
