We consider evolving networks on which players interact locally. In an evolutionary environment, players can increase their fitness either by changing their behavior or by changing their neighbors. 우리나라는 기후변화에 대응하기 위한 온실가스 배출량 감축의 정책수단으로서 온실가스 목표관리제를 통한 배출권거래제를 도입하여 시행하고 있다. 온실가스 배출권 거래제는 1기, 2기, 3기의 계획기간을 설정하여. 각 기간별로 할당량과 운영목표를 달리하여 진행하고 있다. 1기는 2015~2017로 전량 무상할당으로 운영하였고, 2기는 2018~2020으로 유상할당 비율 3%를 적용하였으며, 3기는 2021~2025로 유상할당비율을 10% 적용하고 있다. 이에 본 연구는 국가온실가스 종합관리시스템(NGMS)의 업체별 온실가스배출량 정보와 NICE KISVALUE 기업 재무정보를 결합하여 866개 기업에 대해서 2011년부터 2021년까지 11년간의 패널자료를 구성하여, 탄소배출권 거래제의 실효성을 검증하고, 할당량의 비율과 운영목표를 달리한 시기별 차이를 분석하였다. 실증분석 결과 탄소배출권 정책과 무관하게 매출액의 증가는 온실가스 배출량을 증가시키지만 배출권 시행 1기와 2기의 매출액에
