본 연구는 사회서비스 분야에서 처음으로 성과관리체계를 도입하였던 성과관리형 자활시범사업(이하 희망리본)을 대상으로 포괄적 성과지표를 개발하고, 사회서비스 분야에서 성과관리체계의 수립방향을 제시하고 있다. 정부가 민간 기관과 성과 계약을 체결하여 고용-복지사업을 진행하는 희망리본은 기존의 자활사업과 비교하여 자활대상 참여자들의 취업률을 높이는 데 효과적이라는 평가를받고 있다. 그러나 희망리본 성과관리체계에서 결과중심의 성과지표(취업률, 취업유지율, 탈수급율)는 1:1 맞춤형 사례관리 서비스를 제공하는 희망리본의 사업 목표를 포괄적으로 반영하지는 못한다는 문제점을 안고 있다. 결과중심의 성과지표에 부가하여 사례관리 성과를 중심으로 중간 목표를 설정하고, 그 성과에 따라 경제적 유인을 다르게 책정하는 성과급 지급방식이 필요하다. 사례관리의성과는 서비스의 산출을 나타내는 양적 지표 - 서비스 제공 횟수와 시간 -와 고객의 서비스 만족도를 나타내는 질적 지표를 활용하는 것이 바람직하다. 서비

본 연구는 정부가 정책 서비스의 성과를 향상시키기 위하여 도입한 민간위탁을 통한 정책집행의 사례를 분석한다. 이를 위하여 문화체육관광부의 문화를 통한 전통시장 활성화 시범사업의 3개 사업시장(수원 못골시장, 대구 방천시장, 전주 남부시장)의 2009년부터 2012년까지 집행과정을 민간 정책집행자인 주관단체와 정책대상 집단의 의사소통 관점에서 비교·분석했다. 정책집행과정에 대한 참여관찰, 관계자와의 인터뷰, 내부보고서 및 보도 자료의 내용 분석을 종합한 결과에 의하면, 집행과정에서 민간 수탁기관인 주관단체의 정책에 대한 이해도와 관심, 정책대상자인 시민과 상인들과의 의사소통의 양과 질, 그리고 주관 단체와 시장상인들의 목표 공유의 정도에 따라 문화체육관광부의 정책이 현장에서 다른 집행과정을 보이는 것으로 나타났다. 따라서 정책설계자는 민간 위탁기관의 선정과 관리에 있어 수탁기관의 정책 몰입의지와 정책대상 집단과의 의사소통의 정도가 정책집행에 상당한 영향을 미친다는 점을 고려할 것을 제

취업률은 대학이 관리할 수 있는 지표인가?: 성과지표로서의 취업률 지표 타당성 분석

교육부는 대학재정지원사업의 평가 기준으로 졸업생 취업률 지표를 사용하고 있다. 본 연구는 대학이 스스로의 노력으로 취업률을 개선할 수 있는가에 대하여 실증연구를 시행하였다. 수도권 28개 사립대학의 7개년도 취업률 자료를 이용하여 상관관계 분석을 시행한 결과, 개별 대학의 취업률은 특목고 출신의 신입생 비율, 졸업생들의 성비, 그리고 공학계열 학생의 비율과 상관관계가 높은 것으로 밝혀졌다. 이는 개별 대학의 취업률이 대학의 노력 이외에 어떤 학생을 선발하는지와 학교의 제도가 어떻게 구성되어 있는가에 따라서 영향을 받는다는 사실을 보여준다. 따라서 취업률 지표를 재정사업의 성과기준으로 이용하는 경우, 서로 다른 대학의 조건을 반영하는 조정성과지표를 사용할 것을 제안한다.
