한국 지방의 맥락에서 협력(collaboration) 또는 협력거버넌스(collaborative governance)라는 용어의 사용이 적실한가? 이 연구는 지역 내 협력의 양상과 협력의 요인을 지역개발정책 분야를 중심으로 분석한다. 구체적으로 거래비용이론과 제도적집단행동이론(Institutional Collective Action Theory)의 논의를 통하여 지역경제개발 분야에서 진행되고 있는 지방자치단체의 협력양상과 협력의 증대요인을 고찰한다. 이를 위해 수도권과 인구 5만 이상의 기초자치단체의 지역개발담당부서에서 근무하는 공무원을 대상으로 설문조사를 실시하여 탐색적 분석을 실시하였다. 분석 결과 지자체장이 지역경제개발을 위한 협력을 이끄는데 주도적인 역할을 하고 있을 뿐만 아니라, 지역경제개발의 의사결정에도 가장 큰 영향력을 미치는 것으로 분석되었다. 또한 지자체가 협력을 주도하지 않았다면 민간의 자발적인 협력의 가능성도 낮은 것으로 분석되었다. 마지막으로 지역구성원 간 형성

This article investigates the patterns and determinants of local impact-fee adoptions. The theoretical framework combines political market approaches based in interest-group theories of property rights and diffusion theories of innovation. 지방자치제 실시 이후 지속적인 화두로 대두되어온 지역개발과 관련하여 지역개발의제 채택의 결정요 인을 분석하는 것이 이 연구의 목적이다. 특히 지역개발과 관련되어 선호되는 개발수단을 상징정치라는 관점에서 연계하여 그 결정요인을 분석한다. 이론적으로는 지방의 정책결정과 관련된 구조결정론적 접근 방법과 정치권력론적 접근방법을 접목했고, 실증적으로는 민선4기 지방선거에서 광역자치단체장 후보들 의 지역개발공약을 분석대상으로 삼았다. 분석결과 지방의 경제적･재정적･정치적 환경뿐만 아니라 후보 자의 속성까지도 지역개발공약의 채택에 영향을 미치고 있는 것으로 나타나 지역개발공약과 정책수단의 선택 요인을 설명하기 위해서는 두 가지 접근방법을 통합적으로 활용해야 함을 알 수 있었다. 이러한 연 구결과를 통해 장기적･효과적인 지역개발정책을 위해서는 합리적인 개발수단의 제고가 필요하고, 지역의 상황과 현안에 정통한 후보자가 지방의 자율적이고 내생적인 개발전략을 모색해갈 가능성이 높다는 함의 를 얻을 수

본 연구는 일자리 있는 경제성장 방안을 지역차원에서 협동조합의 활성화를 통해 탐색하였다. 일자리 창출을 통한 경제성장이 국가 차원이나 중앙 정부 주도의 거시적 담론이 기존 접근의 주류를 이루었다면, 본 연구는 지역 차원에서 미시적-내생적 접근을 통해 지속가능한 일자리 있는 경제성장 방안을 모색하였다. 이를 위해 일자리 있는 경제성장을 경제적 접근만이 아닌 사회적 가치의 조화를 통해 구현될 수 있음을 주지하고, 지역 차원에서 적극적으로 논의되고 있는 협동조합의 의의와 활성화 방안을 고찰하였다. 이론적 논의를 통해 지자체, 시민(사회), 중간지원조직의 연계 및 역할을 논의하고, 협동조합을 중심으로 한 사회적경제의 모범이 되는 캐나다의 퀘벡 주에 대해 사례연구를 실시하였다. 사례를 통한 핵심 시사점은 다음과 같다. 첫째, 일자리 창출의 출발과 중심은 지역이고, 시민 및 시민사회의 연대 및 자발적 노력의 증대가 필요하다. 둘째, 협동조합의 활성화를 위한 초기 기반 조성에서 정부의 정책과 제

This study examines local boundary change in Seoul metropolitan area. We conducted survey for public official in autonomous districts(Gu)' to examine their perception on current debate on local boundary change, especially focusing on consolidation of 'Gu's. The findings suggest that even though local boundary issue is so significant, there has been no active discussions among them. Furthermore, local boundary change or consolidation may render complex issues regarding preferred 'Gu's.

본 연구는 지역경제개발 프로그램의 양상 또는 현 실태를 고찰하고, 지역 간 변이를 지역 내 협력수준을 중심으로 실증 분석하였다. 실증적 분석은 인구 5만 이상의 지자체를 중심으로 지역경제개발 프로그램 채택의 기술적 분석 및 협력과 지역경제개발 프로그램 채택과의 로지스틱 회귀분석을 실시하였다. 실증 분석결과 지방은 지역경제개발 프로그램을 다양하게 활용하고 있는 것으로 나타났다. 지방이 선호하는 지역경제개발 프로그램으로는 저리융자-보조금 등의 재정적 유인(인센티브), 사회기반시설 확충(인프라 건설)과 산업단지 조성과 같은 물리적 기반의 구축, 규제완화 등이 나타났고, 세금감면 및 교육훈련과 마케팅 지원 등의 프로그램도 공통적으로 운용되고 있음이 확인되었다. 이는 전통적인 경제개발 지원방식에만 의존하는 것이 아닌 다양한 원리의 적용 가능성으로 이해할 수 있다. 이에 더하여 협력과 프로그램의 채택의 영향관계 측면에서도 지역 내 협력의 경험이나 수준이 전통적 재정프로그램 외에 비재정적 프로그
