본 논문은 2000년부터 2019년까지 한국행정학보에 게재된 일반논문들의 방법(론)적 경향성을 검토하고 질적 연구 방법과 관련한 세 가지 논점을 도출하였다. 첫째, 단일 사례연구의 비중이 증가하고 있으나 별도의 이론적 분석틀이 없거나 기존의 수입 모형 및 이론을 그대로 한국적 맥락에 적용하는 형태로 수행된 경우가 많았다. 둘째, 질적·양적연구에서 심층면담 자료가 널리 활용되고 있으나 단순 인용하거나 분석 결과를 보고하지 않는 등 엄밀한 분석이 이루어지고 있지 않았다. 셋째, 내용분석에서 양적 접근이 주를 이루는 가운데, 내용분석을 체계적인 분석 방법으로 이해하고 분석한 경우가 드물었다. 본 논문은 이러한 논점들에 대한 제언으로, 다양한 질적 방법의 활용을 통한 질적 연구의 확대와 혼합적 연구 설계를 통한 질적 연구의 심화를 제시하였다. 궁극적으로 질적 연구 방법(론) 교육을 통해 연구 방법의 기술적 측면뿐만 아니라 제도적, 체계적으로 질적 연구 윤리를 추구하는 풍토를 만들어 나가기

본 논문은 한국 정치학 연구 방법론 논의의 새로운 지평을 열기 위해, 대표적인 사회과학 질적 연구 방법의 하나인 근거이론 방법에 대해 고찰한다. 최근 한국 정치학 연구에서 계량적, 통계적 방법의 증가에도 불구하고 여전히 비계량적 방법을 사용한 논문이 상당수를 차지하지만, 질적 연구 방법(methods)에 의거하여 자료를 분석한 논문은 많지 않으며, 질적 연구 방법론(methodology)에 대한 체계적인 고찰도 찾아보기 어렵다. 이러한 상황에서 질적-귀납적 패러다임 하에서 “자료에 근거한 이론 창출”을 목표로 하는 근거이론 방법(grounded theory method)은 기존 이론에 대한 검증을 금과옥조로 삼는 양적-연역적 패러다임의 다른 한 쪽에서 방법론적 균형을 가져올 것이다. 궁극적으로 근거이론은, 특히 한국정치, 비교정치, 국제정치 등의 분야에서, 거대이론과 현실 세계를 이어주는 중범위이론이 한국적 맥락에서 생성되도록 하는 데 많은 기여를 할 것으로 기대한다.

This article examines the relationship between public service motivation (PSM) and morale by surveying former bureaucrats from the National Security Intelligence (NIS) of Korea.
