About the Lab
Professor Sang Ok Choi's research lab focuses on the intersection of technology adoption, network dynamics, and public sector innovation, with an emphasis on how digital transformation and institutional frameworks influence socio-economic development and policy effectiveness. The lab investigates network structures in emergency management and public administration, exploring how collective perception and leadership centrality shape network performance. It also examines the role of innovation diffusion, R&D investment, and technological adaptation—particularly in the context of Korea’s fourth industrial revolution—on business sustainability and economic growth. Additionally, the lab engages in materials science research, particularly on perovskite catalysts for environmental applications, combining experimental and theoretical methods to understand oxygen exchange mechanisms.

15This article identifies and describes the development of three parallel streams of literature about network theory and research: social network analysis, policy change and political science networks, and public management networks. Noting that these traditions have sometimes been inattentive to each other's work, the authors illustrate the similarities and differences in the underlying theoretical assumptions, types of research questions addressed, and research methods typically employed by the
This study examines the disparity between formal plans and actual networks in practice for emergency services in a local government setting. This study found that the accuracy of participants'collective perception of the network has a strong positive relationship with the centrality of the lead agency within each emergency support function. In addition, the centrality of influence within and collective accuracy about the network may be key indicators for creating network effectiveness. Finally,
Purpose: The advancement of technologies and their adoption affects the socio-economic growth of nations. This research is focused on how this innovation adoption path is linked to economic growth of nations since the previous IT revolution has been combined with existing industries and adding values in terms of applying intelligence through adopting digital technologies. Approach/Design/Methodology: There are two different approaches—process approach and factor approach—in innovatio
This study extends Peterson’s city limits perspective to counties to empirically examine how economic, political, institutional, and demographic factors influence overall county spending and spending priorities across three core policy arenas. Pooled cross-sectional time-series analysis of Florida counties reveals that although population density and economic conditions influence spending, politics and institutions matter. Political ideology as indicated by presidential and gubernatorial Democra
NO oxidation rates over La 1– x Sr x CoO 3 ( x = 0–0.3) perovskite catalysts are reported as a function of Sr doping in the absence and presence of NO 2 in the feed. Sr substitution is found to increase the rate of oxidation and to diminish the inhibitory influence of NO 2 . Temperature programmed desorption and isotopic exchange (TPIE) experiments were used to identify surface species and oxygen exchange processes expected to correlate with NO oxidation activity. Oxygen exchange in the LaCoO 3
With the introduction of a wide variety of new technologies during the fourth industrial revolution, companies in Korea have attempted to enhance their innovation activities, which include investment in new technology adoption, technical and non-technical innovation factors, and Research & Development (R&D) activity, to ensure the development and growth of their business performance and sustainability. In particular, IT and business services, two important industries in Korea, have been
Using network power bases and cognitive accuracy concepts, this study examines two local emergency management network changes. The authors review five power bases—structural‐based, resource‐based, actor‐based, cognitive‐based, and political‐based power—to explore the perceived power of network actors. Three research propositions are proposed with respect to the relationship between the network power bases and the cognitive accuracy of network participants. The authors find that political‐based p
Purpose: As the development of high technology, information and communications technology (ICT) and e-government has pursued improving efficiency, productivity, democracy, responsiveness and transparency in government, the demand for efficient government administration systems and government transparency has increased. Thus, this study aims to derive factors contributing to decreases in corruption based on a literature review, and to examine the relationship between e-government and government c
This study argues the necessity for and the benefits of a strategic management approach in current emergency management systems. Strategic management is characterized as a long-term process for developing a continuing commitment to the mission and vision of an organization, nurturing a culture that identifies with and supports the mission and vision, and maintaining a clear focus on the organization's strategic agenda throughout all its decision processes and activities. Recent emergency managem
The purpose of this study is to analyze the effects of job mismatch on pay, job satisfaction, and performance of doctoral level researchers, based on the job-environment fit theory. The study analyzed 2273 sample data used in the survey, based on the &lsquo
ABSTRACT This study integrates characteristics of e-voting technologies, political contexts, and behaviors with the technology acceptance model (TAM) to empirically examine how security principles, election types, and political ideology influence overall user intention to use an e-voting system. Structural equation analysis and Ordinary Least Squares (OLS) regression used on estimates of 228 surveys reveal that perceived usefulness, perceived ease of use, accuracy, and confidentiality have direc
Each individual member of an organization must recognize and lead innovation, which can be affected by human resource development (HRD) investments and organizational changes. In this study, we aimed to verify how HRD investment at the individual level relates to employee perceptions of organizational innovativeness and to examine how the intensity of organizational change, a situational factor at the organizational level, affects the relationship between HRD investment and employee perceptions
Collaborative partnerships can be an effective strategy for crime prevention, especially in disorganized communities. Using ordinary least squares regression with 414 American cities, this article finds that police departments with many collaborative partnerships are able to promote informal social control within their communities and capitalize on the resources available to them with the help of other groups. This contention is supported by the effects of collaborative partnerships on crime rat
