On 11 March 2011, an offshore earthquake of magnitude 9.0 and a massive tsunami hit the Tohoku region of Japan, followed by the Fukushima nuclear crisis. Despite these adversities, Tohoku is moving forward, and this extraordinary experience should guide us in the quest for responsible disaster management. A striking development after the disasters was the rise of wide-area collaboration, involving national and local governments, to help Tohoku municipalities. This study documents such collaborat

In the wake of the 2011 Great East Japan Earthquake and tsunami, the Ministry of Environment in Japan asked municipalities nationwide to accept and treat disaster waste. This call for cross-jurisdictional waste treatment provoked considerable public controversy. To explore how the national and municipal governments can seek more public acceptance in the wake of future disasters, this study implemented a nationwide survey and addressed the question of what factors influence the public's willingne
Abstract We conducted a systematic literature review of 340 journal articles (1992–2021) pertaining to whole‐of‐government (WG) and joined‐up government (JUG)—two terms that denote public sector efforts to promote cross‐boundary work and restructuring. This review clarifies and renews our understanding of developments with respect to WG/JUG research. While JUG articles do not appear to be increasing, the number of WG articles is on a general upward trend. As of 2021, more WG articles were publis
Amidst concerns over biased and misguided government decisions arrived at through algorithmic treatment, it is important for members of society to be able to perceive that public authorities are making fair, accurate, and trustworthy decisions. Inspired in part by equity and procedural justice theories and by theories of attitudes towards technologies, we posited that the perception of these attributes of decisions is influenced by the type of explanation offered, which can be input-based, group
Abstract Over the last 30 years significant efforts have been made to ensure that Public Administration: An International Quarterly lives up to its international title. In this review article, we highlight some of the key research articles that have been published by the journal which illustrate an international approach to the study of public administration. We show how the journal's historical inclusion of a diverse spectrum of philosophies, methodologies, theories and contexts has contributed
The so-called Good Governance Model requires perfect public administration that is accountable, efficient, equitable, representative, responsive and transparent and that respects the rule of law. Accordingly, the Good Governance Movement promotes a variety of public administration reforms worldwide. However, the effectiveness of promoting all kinds of administrative reforms at once is in question, because that could overwhelm the reform capability of countries, and more important, some reforms c
Performance-based pay is a popular technique in public management, but its international prevalence remains poorly evidenced. This study asks to what extent countries are using performance-based pay and how local contexts matter to its adoption status. Focusing on the education sector, we report on the varying degrees to which teacher appraisals have been used and linked with monetary rewards across countries as of 2012. We found that performance-based pay tended to be used more in less liberal
Purpose According to a widely accepted narrative, managerial reforms associated with new public management (NPM) originated in wealthy market economies and liberal democracies and were then promoted globally. However, scientific and systematic cross-national evidence of NPM practices has remained limited in scope, and debates over their survival and prevalence remain unsettled. The purpose of this paper is to narrow this empirical gap. Design/methodology/approach Using international data from pu
