15One of the puzzles about why some countries have stronger economic growth than others revolves around the so-called 'middle-income trap', the situation in which a country that has grown strongly gets stuck at a certain level. In this book, Keun Lee explores the reasons why examples of successful catching-up are limited and in particular, why the Asian economies, including China, have managed to move, or are moving, beyond middle-income status but economic growth has stalled in some Latin America
This paper has examined the leapfrogging thesis with the case of catch-up in digital TV by the Korean firms.Despite the disadvantages implied by the technological regime of digital TV and the risks facing early entrants in trajectory choice and initial market formation, the Korean firms had achieved a Lpath-creating catch-upX in the sense they chose a different path from the Japanese forerunning firms. As they have been closely watching the technological trends and the standard setting process, t
Summary This paper has discussed several issues regarding the barriers and opportunities for technological catch‐up by the late‐comer countries and firms. As one of the barriers to technological catch‐up, the paper emphasizes the uncertainty involved with the third stage of learning how to design. The barriers arise because as the forerunner firms refuse to sell or give license to successful catching‐up firms who thus have to design the product by themselves. The paper discusses how to overcome
Abstract This chapter discusses the catch‐up experience of Korea, in which the present intellectual property legislation was established in 1961. Three stylized facts are noted about patenting trend: shift from petty (utility) patents to regular (invention) patents, shift from individual inventors to corporate inventors, and shift of share among patent applications from domestic applicants (when foreigners had little interest in Korean IPRs) to foreign applicants and, in the 1990s, again to dome
The 4IR can open windows of opportunity for emerging economies but also raises red flags in terms of the main challenges that these changes pose to firms, industrial systems and policy approaches. Benefiting from it will not be automatic, as these economies suffer from several gaps that hamper their possibility to operate in a digital industrial landscape. However, with a capable entrepreneurial state, developing economies could use the ongoing uncertain and fast-changing scenario to fast track
This paper takes a new Schumpeterian economics approach in examining firm-level technological catch-up strategies in China. We focus on the strategies for learning and gaining access to a foreign knowledge base. We also underline unique Chinese features, including forward engineering (i.e. the role of university spin-off firms) in contrast to reverse engineering, acquisition of technology and brands through international mergers and acquisitions (M&A), and parallel learning from foreign direct i
