이 연구는 복합적 책임성 개념을 적용하여 Weber와 Wilson의 고전적 행정이론, 신행정학, 신공공관리론, 그리고 거버넌스 이론이 강조하는 책임성의 유형과 책임성 확보방안, 그리고 그와 관련된 행정이론간의 논쟁을 검토하고 있다. 연구 결과, Weber와 Wilson의 고전적 행정이론은 법적 책임성과 계층적 책임성을 강조하는 반면, 신행정학에서는 정치적 책임성과 전문가적 책임성이 강조된다. 신공공관리론은 본인-대리인 관계의 측면에서는 법적 책임성을 강조하고 고객 및 이해관계자와의 관계라는 측면에서는 정치적 책임성을 강조한다. 거버넌스 이론에서는 정치적 책임성이 강조된다. 이와 같은 차이는 각 행정이론들이 서로 다른 책임성 확보방안을 제시하게 되는 원인이 되며, 책임성 확보 방안에 대한 행정이론간의 논쟁으로 이어진다. 책임성을 둘러싼 행정이론간 충돌과 논쟁은 각 이론들이 근거하고 있는 사회과학의 가정의 차이에서 비롯되는 것이어서 해소와 통합이 쉽지 않을 것으로 전망된다.

이 연구의 목적은 1970년대 새마을운동 과정에서의 지방공무원의 역할과 그 수행방식을 분석하는데 있다. 이를 위해 제도적 리더십 이론을 적용하여 경북 영일군의 두 지방공무원의 사례를 분석하였다. 연구 결과, 지방공무원은 설득과 의사소통과 같은 연성권력, 그리고 강압과 유인 등 경성권력을 상황에 맞게 활용하면서, 지역에서의 새마을운동의 성과를 높이는데 기여하였다. 지역 내부적으로는 새마을 사업과 관련된 주요 의사결정에 참여하고 주민들의 참여를 이끌어 내었다. 지역 외부와의 관계 측면에서는 다양한 기관들 및 이해관계자들과 연결망을 구축하여 사업 수행을 위한 자원 및 정당성 확보 기제를 구축하였다. 이들은 새마을지도자 및 마을 이장을 지도하고 그들과 협력하면서, 중앙정부의 새마을운동 정책을 지역과 마을의 실정에 맞게 재구성하여 적용하고 관련 정보를 상위 기관으로 환류하며, 새마을운동의 정당성을 확보하는 역할을 수행하였다.

이 연구는 최근의 공정성 담론의 확산에도 불구하고, 행정의 공정성 개념이 여전히 모호할 뿐만 아니라, 그에 대한 실증적 접근이 충분히 이루어지지 않았다는 문제의식에서 시작되었다. 이와 같은 문제의식을 바탕으로, 행정의 공정성에 대한 개념과 차원을 좀 더 명확히 정립하고자 하였으며, 다양한 사회조사자료들을 활용하여 행정의 공정성과 관련된 주요 논점들에 대한 실증분석을 수행하였다. 연구 결과, 행정의 공정성 개념은 행정에 엄격한 규정을 적용함으로서 확보할 수 있는 절차적 공정성과 결과론적 관점에서 분배적 정의를 실현하고 사회적 불공정성을 적극적으로 시정할 수 있는 행정의 재량영역에서의 공정성으로 구분할 수 있음을 밝혔다. 실증분석 결과, 시민들은 행정의 공정성에 대해 보통 이하의 부정적 평가를 내리고 있는 것으로 분석되었고, 일반 시민과 공무원간의 행정의 공정성 수준에 대한 인식차가 큰 것으로 나타났다. 또한 정부의 정책에 대한 지지도, 정치성향 등과 함께, 행정과정과 결과상의 특성이

이 연구는 거버넌스를 “정책도구의 다변화와 간접적 정책도구의 활용 증가”라는 관점에서 이해하여 한국 지방 거버넌스를 실증적으로 분석하고, 이를 바탕으로 한국 지방 거버넌스에 대한 이론적 함의의 도출과 문제 제기를 위한 것이다. 이를 위해 2003년도 서울시와 관악구의 일반회계와 특별회계에 대한 예･결산 현황 분석을 바탕으로 서울시와 관악구의 정책영역별 정책도구의 규모와 비중을 비교분석하였다. 분석 결과, 서울시와 관악구 모두 전반적으로는 다양한 정책도구를 활용하고 있는 것으로 나타났지만, 서울시의 경우는 간접적 정책도구의 비중이 높은 반면, 기초자치단체인 관악구의 경우는 직접적 정책도구의 비중이 높은 것으로 나타났다. 그리고 간접적 정책도구 활용 비중은 정책 영역별로 차이를 보이고 있는 것으로 나타났다. 이와 같은 분석결과를 바탕으로, 한국 지방 거버넌스 현상이 일부 정책영역에 한정된 것은 아닌지, 그리고 자치단체 계층별, 정책영역별로 정책도구 활용양상의 다변화와 거버넌스로의 변화가
