연구실 소개

함현호 교수의 연구실은 유럽연합의 통합 과정에서 발생하는 정치적 갈등과 공공의 태도를 다각도로 분석합니다. 주로 정책 합의 형성 과정에서의 이데올로기적·정치적 갈등, 유럽연합에 대한 시민의 태도, 특히 정당 간 갈등과 정서적 극화 현상에 초점을 맞추고 있으며, 설문 실험과 조합실험(Conjoint Experiment)을 통해 사회적 정체성, 기대치, 제도적 설계 요소가 공공의 지지에 어떤 영향을 미치는지 탐구합니다. 특히 유럽연합의 재정통합, 무역협정 설계, 의사결정 제도 등 구체적 제도적 배경 속에서의 공공의식과 정책 수용 메커니즘을 분석합니다.

초록·키워드 목차 오류제보하기 대중들이 제도적인 특징이 지니는 정책적 함의를 이해할 수 있다는 가정은 정치제도 분야와 정치행태 분야를 연결짓는 최근의 연구들의 핵심적인 전제임에도 불구하고, 이러한 미시적 가정에 대한 체계적인 검토는 충분히 이루어지지 않았다. 본 연구는, 18세 이상의 미국 성인들을 대상으로 한 설문실험(survey experiment) 방법을 이용하여, 시민들이 "제도적 신호(institutional cues)"와 "엘리트 신호(elite cues)"를 활용하여 주어진 제도적 맥락으로부터 정책적 함의를 추론해낼 수 있음을 보여주는 경험적 증거를 제시한다. 특히, 본 연구는 시민들이 분점정부와 단점정부와 같은 쉽게 관찰할 수 있는 제도적 특징들과 기대되는 정책변화에 대한 엘리트들의 의견을 결합하여 정책변화의 정도에 대한 인식을 형성할 수 있다는 것을 보여준다. 또한, 본 연구의 분석 결과는 이러한 정책 변화에 대한 인식이 당파적 신념(partisan beliefs)을
