Campaigning on expertise: how the OECD framed EU welfare and labour market policies – and why success could trigger failure
Jörg Michael Dostal
SJR Q1FWCI 21.9Journal of European Public Policy

This article explains how the Organization for Economic Co- operation and Development (OECD) assumed a leadership role in creating and disseminating liberal welfare reform and labour market policy proposals between 1994 and 2001. The article first sketches the increased Europeanization of welfare and labour market policies throughout the 1990s. The second part examines how international organizations such as the OECD influence agenda-setting at different levels of policy-making by providing a co

The German Federal Election of 2017: How the Wedge Issue of Refugees and Migration Took the Shine off Chancellor Merkel and Transformed the Party System
Jörg Michael Dostal
SJR Q2FWCI 44.4The Political Quarterly

Abstract The 2017 German federal election delivered dramatic electoral decline of the two traditional main parties, the Christian Democrats (CDU/CSU) and the Social Democratic Party (SPD), who had governed Germany in a ‘grand coalition’ government since 2013. The main reason for this outcome was the decision by Chancellor Angela Merkel to open Germany's borders for refugees and migrants, an unprecedented policy that abandoned border controls and remained in place between September 2015 and March

The Pegida Movement and German Political Culture: Is Right‐Wing Populism Here to Stay?
Jörg Michael Dostal
SJR Q2FWCI 27.9The Political Quarterly

Abstract This article outlines the rise and fall of the ‘Patriotic Europeans against the Islamisation of the West’ (Pegida), a right‐wing populist street movement that originated in the city of Dresden in October 2014 and peaked in January 2015. The Pegida movement combined fear of ‘Islamisation’ with general criticism of Germany's political class and the mainstream media. This ambivalent and largely undefined political profile proved its strength in mobilising a significant minority of right‐wi

The Crisis of German Social Democracy Revisited
Jörg Michael Dostal
SJR Q2FWCI 6.5The Political QuarterlyOA

Abstract This article analyses the dramatic electoral decline of German social democracy since 2003. It argues that the SPD 's decision, under the leadership of former Chancellor Gerhard Schröder, to engage in welfare state retrenchment and labour market deregulation during the ‘Hartz reforms’ (2003–05) demoralised the SPD electorate. The SPD subsequently lost half of its former electoral coalition, namely blue‐collar voters and socially disadvantaged groups, while efforts to gain access to cent

Governing Under Pressure: German Policy Making During the Coronavirus Crisis
Jörg Michael Dostal
SJR Q2FWCI 38.0The Political QuarterlyOA

The global threat of the coronavirus pandemic has forced policy makers to react quickly with totally new policy-making approaches under conditions of uncertainty. This article focuses on such crisis-driven policy learning, examining how the experiences of China and South Korea as early responder states influenced the subsequent coronavirus crisis management in Germany. The first reaction of the German core executive was the quick concentration of decision-making power at the top of the political

Natural Resources, International Commodity Prices and Economic Performance in Sub-Saharan Africa (1990–2019)
Ben Katoka, Jörg Michael Dostal
SJR Q1FWCI 16.1Journal of African EconomiesOA

Abstract In this paper, we investigate the link between windfall gains and losses of income associated with commodity exports and economic performance in a panel of 45 sub-Saharan African (SSA) countries over the period from 1990 to 2019. Windfall gains and losses of income are measured in terms of fluctuations in a country-specific commodity terms of trade (CTOT) index in which each commodity is weighted by the ratio of exports of that commodity in the country’s gross domestic product (GDP). The Workfare Illusion: Re‐examining the Concept and the British Case
Jörg Michael Dostal
SJR Q1FWCI 12.2Social Policy and AdministrationOA

Abstract This article contends that workfare programmes pursued by various OECD countries since the mid‐1990s do not amount to a fundamental change in policy. The limited potential of workfare is due to the fact that it fails to transcend the constraints of earlier forms of ‘active’ responses to unemployment. Furthermore, it suffers from specific policy‐making disadvantages not shared by these responses. The article opens with a survey of relevant academic debates on the subject. It then places

resignation as finance minister of the Federal Republic, as chairman of the German Social Democratic Party (SPD), and as member of the German parliament on 11 March 1999 was widely perceived as a dramatic episode in the debate about the future direction of social democracy in Europe. Directly after the resignation of the second most important politician of the ruling SPD-Green Party coalition, his decision was explained on four accounts. First, the relationship between Lafontaine and the German

Germany's Federal Election of 2021: <scp>Multi‐Crisis</scp> Politics and the Consolidation of the <scp>Six‐Party</scp> System
Jörg Michael Dostal
SJR Q2FWCI 5.8The Political Quarterly

Abstract The German federal election of 2021 reshuffled Germany's party‐political hierarchy, but left the six‐party system intact. For the first time since 2002, the SPD narrowly overtook the CDU/CSU to become the party with the largest vote share. The Greens and the FDP also gained votes while the CDU/CSU and the Left party suffered high losses and the AfD minor losses. Crucially, party system continuity coexists with severe challenges for German policy makers, namely regional and global insecu

South Korea: The Lasting Pitfalls of the ‘Imperial Presidency’
Jörg Michael Dostal
SJR Q2FWCI 5.2The Political QuarterlyOA

Abstract The use of the term ‘imperial presidency’ in South Korea refers to the fact that the country's 1987 constitution grants the state's highest office holder de facto imperial powers with regard to domestic and foreign policy making. This version of the term therefore differs from Arthur M. Schlesinger's usage in the US context, which was critical of the discretionary powers exercised by US presidents in efforts to subvert the checks and balances of the US Constitution. From Merkel to Kramp‐Karrenbauer: Can German Christian Democracy Reinvent Itself?
Jörg Michael Dostal
SJR Q2FWCI 4.2The Political QuarterlyOA

Abstract Germany's Christian Democrats have started preparing for the time after Angela Merkel. After ten years as German chancellor facing a weak opposition, Merkel unexpectedly split the country in late 2015 and early 2016 because of her ‘open border’ policies that allowed more than 1 million refugees and migrants to rapidly enter Germany. Her management of the subsequent crisis was largely considered a failure and her party suffered a series of dramatic election defeats. Reacting to the negat

Analyzing The Domestic And International Conflict In Syria: Are There Lessons From Political Science?
Jörg Michael Dostal
Social Science Open Access Repository (GESIS – Leibniz Institute for the Social Sciences)OA

This article contributes to the discussion about opportunities for and barriers to domestically-driven political reform in the Syrian Arab Republic. The argument is put forward in five sections. In the first section, relevant political science approaches analyzing the Syrian case from a domestic and global perspective are briefly discussed. The second section sketches the early political history of Syria between 1920 and 1970, while the third section explains how the regime led by Hafiz al-Assad
