이 글의 목표는 현재 진행되고 있는 문화적 세계화를 분석하고, 지역문화를 중심으로 하는 세계화 대응전략의 방향성에 대해 생각해 보는 것이다. 이미 20세기 초중반부터 세계화 현상에 대한 다양한 시각의 연구결과가 발표되었다. 이 글에서는 선행연구자들의 시각을 크게 세 가지로 범주화하고 그 차이를 분석하였다. 분석결과를 토대로 필자는 지역 전통문화시장의 실패를 극복하기 위한 국가적 노력과 대안 마련 을 위한 시스템 구축에 초점을 두고 논의를 진행하였다. 문화적 고유성과 변별성을 재생산해내는 기제였던 지역문화는 현재 표준화 되면서 본래의 전형적인 속성들을 상실해 가고 있다. 이것은 현재 진행되고 있는 문화적 세계화와 무관하지 않다. 표준화를 지향하는 서구 취향 위주의 글로벌 문화가 확산되면서 지역문화와의 충돌이 발생했고, 지역의 문화지형에서 전통적인 지역문화가 차지하는 비중은 낮아지고 있는 것이다. 문화적 세계화에 대한 대응전략은 지역공동체의 내부적 역동성에 의해 수립되는 것이 가장 이상

본 연구는 우리나라의 전통공예분야의 현황과 그의 보호를 위한 정책시각을 살펴보고, 전통공예분야에 적합한 정책의 방향성을 모색하고자 하였다. 수작업을 근본으로 하는 다양한 전통공예는 대부분 그 생산방식과 경영구조로 인해 현대 시장의 경쟁구조 속에서 자생력을 제고하기가 어렵다. 자생력을 상실한 전통공예종목들을 소멸위기에서 보호하고자 우리나라 정부는 전통공예의 보존과 활용을 위한 다양한 지원제도와 장치를 마련하고 있다. 무형문화재로 지정하여 보호하거나, 산하기관의 정책 사업을 통해 공예제품의 새로운 시장개척을 시도하고 있는 것들이 그 한 예이다. 그럼에도 불구하고 대부분의 전통공예종목들은 전승환경의 개선이나 새로운 시장개척의 어려움으로 인해 여전히 열악한 상황에 처해있다. 갓이나 목기 등 대부분의 민속공예 종목들은 말할 나위도 없고, 중요무형문화재로 지정되어 보호받는 종목들 역시 지정된 형태의 재생산을 강조하는 정책 시각에 의해 공예종목 고유의 창조성이 제한받고 있는 실정이다. 본고에
