Professor Keon Lee's research lab specializes in public administration and public management, with a strong focus on public service motivation, employee attitudes, and organizational behavior in the public sector. The lab investigates how intrinsic motivations, such as prosocial values and organizational commitment, influence employee performance, innovation, and job retention. It also explores the impacts of performance-based management systems, pay-for-performance schemes, and organizational culture on public sector employees. Additionally, the lab examines socio-demographic and health-related factors affecting well-being, particularly among aging populations in South Korea.

우리 헌법은 공무원에 대한 정치적 중립을 명시하고 있어 직업공무원은 정권교체 및 변동에 관계없이 집권세력의 정치적 이익을 위해 복무하지 않고 국민의 봉사자로서 중립적인 행정을 수행해야 한다. 행정의 계속성과 안정성을 위해 직업공무원제를 근간으로 하고 있지만 선거를 통해 국민의 지지를 받은 선출자가 국민과의 공약을 정책적으로 이행하기 위해 장관 등 정무직 공무원을 임명하는 엽관제도를 보완적으로 시행하고 있다. 직업공무원제와 엽관제는 양자가 모두 장점과 단점을 가지고 있다. 이 두 제도가 조화롭게 작동하면 이상적이겠지만, 박근혜 정부에서 임명직 공무원에 의한 인사농단 사례들은 두 제도가 조화롭게 운영되지 못할 때 직업공무원의 정치적 중립을 수호하기가 매우 어렵다는 것을 보여주었다. 이에 본 연구는 직업공무원제와 엽관제도를 이론적으로 검토하며, 지난 정부에서 발생한 임명직 공무원에 의한 직업공무원의 정치적 중립 침해사례를 통해 직업공무원제 하에서 정치적 중립의 한계를 살펴보고 이를 제도적

교육기부 프로그램 효과성 평가: 준실험방법 적용

현재 우리나라 교육기부 프로그램은 정부의 재정적 지원과 민간의 주도적 관리에 의해 운영되고 있으며 프로그램은 크게 ‘교육기부 지역센터’, ‘체육예술 거점대학’, ‘대학생 교육기부’ 프로그램 등으로 구성되어 있다. 이 연구는 교육기부 프로그램 중 지역센터의 모델학교 프로그램의 효과성 평가를 위해 선행연구와 전문가 평가에 근거하여 평가지표를 도출하였으며, 실험집단과 비교집단으로 나누어 준실험방법과 다층모형분석에 의한 효과성 평가를 수행하였다. 분석 결과 교육기부 프로그램은 성과에서 의미있는 효과를 창출하고 있으나 운영의 측면에서 개선이 필요한 것으로 나타났다.
