본 논문은 푸코의 통치성 관점에서 근대 재정국가 등장의 핵심 내용인 재정·예산제도의 형성 및 발전과정을 시론적으로 분석하고 있다. 특히 영국, 프랑스, 미국 등 민주적인 재정제도를 혁명적 과정을 통해 도입하여 근대국가 통치성을 구현하고 그 물적 기반을 확충한 나라들을 대상으로, 세입 및 세출에 대한 민주적통제와 효율적 관리를 위한 집권적 예산제도 도입 및 재무행정 관료제의 발전과정에 초점을 맞춘다. 영국은1215년 대헌장에서 군주의 징세권을 제한하기 시작한 이래 명예혁명을 거치면서 의회가 징세와 지출에 대한 통제권한 확보하고 나아가 예산과정 전반에 대한 규율을 강화하였다. 반면, 프랑스의 앙시앵 레짐은 높은 직접세 비율을 현저히 낮추지 못하면서 분권적이고 비효율적인 재정체계로 인해 결국 대혁명을 맞았고, 이후 근대적 재정제도로 혁신하고 중앙집권화 하였다. 미국 또한 독립 직후 의회가 조세 및 지출을 심의· 의결하도록 하여 재정민주주의의 헌법적 기초를 놓았고 20세기 초반에 대통령에게

푸코의 통치성 개념은 사회과학 여러 분야에 매우 활발하게 적용되어, 현대국가와 사회의 구석구석에 뻗어 있는권력관계와 그 효과에 대한 깊이 있는 분석을 가능하게 하고 있다. 이들 연구들에서 원용하고 있는 통치성 개념은 주로푸코가 1977-79년 사이 Collège de France에서 진행한 일련의 강의들에 근거하고 있다. 이에 따르면 통치성은 근대사회에서 국가가 개인들을 인구의 구성인자로 권력작용의 장에 포섭하고 통치하는 논리·기법·제도의 총체(ensemble) 를 의미한다. 하지만, 푸코는 생의 마지막 시기인 1980년대 초에 진행한 일련의 강의들에서 자기 자신에 대한 관계(relationship of self to self), 자기보살핌(care of the self) 및 진리담론으로까지 통치성 개념을 확장하고 있다. 이에 따라 통치성이 자아의 기술(technologies of the self), 자기통치 및 주체성의 문제까지 아우를 수 있도록 새롭게 개념화 할 필요가 있다. 즉
