UN에 의하면 아시아, 아프리카, 중남미의 개발도상국을 중심으로 도시화가 진전되면서 2010년에 이미 세계 인구의 절반이 도시에 살게 되었고, 앞으로도 그 속도가 더욱 빨라져 개발도상국의 도시인구는 2010년 26억 명에서 2050년 51억 명으로 크게 증가할 것으로 예상되고 있다.1) 그렇지만 도시화에 따른 불량주거지의 확산으로 전 세계 도시인구의 1/3이 슬럼(slum)과 무허가정착지(squatter)에 거주하고 있고 그 중 반 이상이 아시아에 집중되어 있는 등(UN-Habitat, 2003), 개발도상국의 주택문제는 매우 심각한 상황이다. 특히 개발도상국의 불량주거지 인구는 2010년 8.28억 명에서 2030년 22.5억 명으로 증가할 것으로 추산되는데(UN-Habitat, 2012), 이들의 주택문제를 해결하기 위해서는 가구당 5인 기준으로 2030년까지 4.5억 호의 주택이 연간 2,250만호, 하루 평균 6만호씩 공급되어야 한다. 이에 따라 개발도상국의 주택건설이 촉진되
