研究室紹介
Professor Min Hee Go's research lab focuses on urban governance, policy diffusion, and democratic institutions, with an emphasis on how civic participation, political institutions, and identity markers shape public service delivery, regulatory adoption, and social equity. The lab investigates the interplay between local political engagement and urban development, particularly in post-disaster contexts like New Orleans after Hurricane Katrina, as well as the institutional foundations of gender equality and policy innovation across democracies. It also explores the role of identity—such as ethnic name variation—in political participation, especially among Asian American communities.

15The uneven distribution of urban services has been the subject of debate in the urban studies literature, and yet no consensus has been reached upon its determinants. This article reexamines this puzzle by looking at variation in post-Hurricane Katrina building permit issuance in New Orleans. Focusing on the potential effect of civic competence on urban service delivery patterns, I test a hypothesis that the number of building permits and the speed of permit issuance are positively associated wi
Although existing studies uncovered how controversial policies are adopted across American States, little is known as to how regulatory policies are diffused that are technically complex and yet have low political salience. Drawing on existing theories of policy adoption and diffusion, this article identifies the determinants of building code mandates in U.S. state governments. Using original data from state legislatures and administrative agencies from 1980 to 2006, this article finds that both
Purpose – This study seeks to identify the factors that made Hurricane Katrina the worst disaster in American history. Although the inefficiency of the centralized government is often cited as the primary reason for failure in disaster mitigation and recovery, more fundamental reasons are left unexplored.Design/methodology/approach – This study points out that comparative case analysis is inadequate to substantiate the claim that private actors are better responders to disaster than public agent
Abstract Throughout the twentieth century, Taiwan and South Korea underwent rapid economic development and successfully democratized without reversal to authoritarianism. Despite their similar trajectories, the two countries diverge significantly in political and public support for gender equality. Taiwan is widely seen as the most gender-equal country in Asia, while South Korea remains deeply polarized, with uneven progress in women’s representation. What accounts for this divergence between tw
This manuscript reviews Paul Peterson’s new book, Saving Schools: From Horace Mann to Virtual Learning. It summarizes main points of the book and offers some thoughts on the vailidity of Peterson’s argument, and concludes with potential questions that will inspire further researchers on education policy.
This paper explores the saliency of ethnic markers for those who are formally incorporated in the electoral process. In this paper, I examine whether voters with distinctively ethnic names show different participatory patterns than voters with Anglicized names. Drawing on a unique dataset of over 50,000 Asian American registered voters in New York City, I find that name Anglicization has a significant association with their political engagement. Not only do voters with Anglicized names tend to v
In this article, I investigate the long-term consequences of community civic structure on postdisaster recovery. Tracing various signs of recovery after Hurricane Katrina, I find that community civic structure is associated with deepening, rather than reducing, spatial inequality in New Orleans and report 3 findings. First, community civic structure contributes far more to repopulating communities on higher ground than low-lying neighborhoods. Second, despite the similar level of civic resources
Does police performance affect mayoral approval? Do citizens hold mayors accountable when they are dissatisfied with the police? Despite the established body of research on executive approval, little is known about how public opinion on a particular bureaucratic branch – police department in this case – affects mayoral approval ratings. On the one hand, the performance model of mayoral approval suggests that positive evaluation of police performance tends to boost mayoral approval. On the other,

How does democratic progress affect the evolution of women’s issues? Although previous studies showed the significance of democratic transition in mainstreaming women’s issues, little is known about how women’s issues change along with the deepening of democracy. To fill the gap, this article revisits and tests the effects of democratization in three steps: democratization, democratic progress, and saturation. Focusing on South Korea, we analyse the patterns of legislative speeches on women out

Chapter 4 serves as a key chapter to show the long-term consequences of the civic-oriented recovery, in terms of widening the racial and social disparities across the city. In this chapter, I investigate the relationship between community civic structure and the patterns of repopulation after Katrina. Using a novel data set on the repopulation of the entire New Orleans neighborhoods for ten years, I find that structural conditions based on civic organizations such as churches, schools, and child
