거래비용적 접근에 따르면, 정부의 서비스와 재화 생산 방식의 결정은 그 서비스와 재화의 자산특수성 및 측정 곤란성에 따라 결정된다. 기존의 연구들은 서비스나 재화의 앞선 두 가지 특성이 각기 다른 거래의 위험을 야기하며, 정부의 생산방식 (내부생산과 외부생산) 선택에 독립적인 영향을 준다고 기술한다. 하지만 본 연구에서는 위의 두 가지 특성이 동시에 고려될 때, 거래 위험의 본질이 더욱 정확히 이해될 수 있다고 주장한다. 이를 위하여 본 연구에서는 위 거래비용 특징들과 정부 공공서비스 및 재화 생산방식선택의 연관관계를 재해석하여, 두가지 거래비용의 특징들을 의무불이행 취약성이라는 개념으로 통합하였다. 본 연구의 경험적 분석 결과는 서비스와 재화의 의무불이행 취약성이 정부의 서비스 및 재화의 생산방식 결정을 설명하는데 더 나은 척도임을 증명하며, 나아가 본 연구의 이론적 주장을 뒷받침하고 있다.
