Professor Seung Chul Heo's research lab specializes in post-Soviet political transitions, with a focus on language policy, nation-building, and foreign relations in the Commonwealth of Independent States—particularly Ukraine and Georgia. The lab investigates the interplay between identity, migration, and statecraft in the context of Russian influence, EU integration, and regional conflicts. Key research directions include the impact of political leadership on foreign policy outcomes, the status of stateless and migrant communities (such as Korean diasporas), and the geopolitical drivers of the Russia-Ukraine war.

12Ukraine is a bilingual state in a practical sense, where most citizens have command of both Ukrainian and Russian. After the independence, Ukraine has conducted a relatively effective language policy compared to other newly independent states, which can be characterized as a gradual and tolerant policy for language diversity. The language situation in Ukraine, however, has changed recently due to an overt manifestation of regional and political cleavage. After the so-called Orange Revolution, th
Yanokovich administration in Ukraine was expected to have close and friendly relations with the Russian Federation when Yanukovich was elected as president in 2010. This expectation, however, has turned out to be incorrect after two years of the new administration. Yanukovich administration not only has ruined the cooperative relationship with the West, but also has failed to attain the major goals in the relations with Russia such as lowering gas price and ensuring economic support. These disas
After the collapse of Yanukovich regime, Ukraine has plunged into a chaotic situation with the annexation of Crimea by Russia and the bloody conflicts in eastern provinces of Ukraine. Although the refusal of signing of EU Cooperation Treaty by the Yanukovich government triggered the peaceful demonstration, which eventually brought about the collapse of the regime, the fundamental causes of Yanukovich's dramatic fall are the oppressive and ill-concieved policies in domestic politics and economy.
While 13,000 ethnic Koreans as Ukrianian citizens live in Ukraine, 10,000-20,000 Koreans live there as illegal residents. Most of them moved from Central Asian countries, including Uzbekistan and Tajikistan as so-called “sezonnik(seasonal labor migrants)”. After the collapse of the Soviet Union most of them continued to live in Ukraine without obtaining either Ukrainian or home country citizenship. As illegal residents these Koreans live like refugees without legal protection and social security
Since 2003, the Russian-Georgian and the Russian-Ukrainian relations became worse because of pro-European policies of Georgia and Ukraine. Russia has had policy options of so-called “stick and carrots” for these two countries. In the case of Ukraine, the tensions between Russia and Ukraine has reached the peak when Russia annexed Crimea in 2014 after the collapse of the Yanukovich regime. This paper tried to prove that the selection of Yanukovich as a pro-Russian presidential candidate was a dee
The on-going Russian-Ukrainian War has critically changed world politics and economy, as well as the relations among three Slavic nations. Observers and analysts have cited various reasons for the Russian-Ukrainian War, which started in February, 2022, but they did not pay much attention to the fact that Belarus’s political and military subjugation to Russia was the one of main factors which played an important role in Russia’s decision to launch a whole-scale war aiming at the conquest of the w
2019 marks the 20th anniversary of the Russia-Belarus Union State Agreement. So far the integration of the both countries has been limited to practical areas such as customs control and trade, and the governments and peoples of both countries have not shown much interest in full-fledged national integration which could be called genuine confederation. Since late 2018, however, signs of a step-forward integration have appeared, and after the Putin-Lukashenko summit in Sochi on February 15th, seri
<Knight in the Panther’s skin> written by Shota Rustaveli between the end of the 13th century and the beginning of the 14th century is considered not only as a glorious achievement of Georgian literature, but also one of the best middle age epics in world literature. Since Georgia was incorporated by Imperial Russia at the beginning of the 19th century, several attempts were made to translate this classic work to Russian, even in fragments. In 1933 a full Russian translation by poet Konstantin B
