Professor Sun-Il Kim's research lab focuses on the intersection of state capacity, democratic governance, and socio-political transformation, particularly in East Asian contexts. The lab investigates the evolution of state violence, welfare state development, and the political economy of digital taxation, with an emphasis on institutional dynamics and policy implementation in high-capacity democracies like South Korea. It also examines the impact of democratic transitions on civil society empowerment and the rise of populism in regional and global security dynamics.

Adapting violence for state survival and legitimacy: the resilience and dynamism of political repression in a democratizing South Korea
Sunil Kim, Jonson N. Porteux
SJR Q1Democratization

Capacity in violence and its utilization is generally understood to be a first-order condition of the state-building process. As capacity increases and a state gains supremacy over would-be competitors, the use of violence by the state is hypothesized to decline, especially in polities that have made the democratic transition. However, we here demonstrate theoretically and empirically that the conventional wisdom is inadequate. We argue that political violence ubiquitously evolves according to t

Delegating violence in democracies: embedded developmentalism and persistence of labor repression in South Korea
Jonson N. Porteux, Sunil Kim
SJR Q2Japanese Journal of Political ScienceOA

Abstract We address how democracy has influenced the ways in which the Korean state has managed the issue of labor-based collective action and suppression thereof. During the authoritarian period, the state, through specialized riot police, frequently, and violently, cracked down on protest movements and other forms of collective action. During democratization and post-democratic consolidation, private specialists in violence, operating with the consent of the state, began to replace public forc

The Political Origins of Persistent Elderly Poverty in South Korea
Sunil Kim
SJR Q2Pacific Affairs

This study explores the origins of pervasive elderly poverty in South Korea, which persists despite the continuous expansion of welfare programs and the consolidation of popular democracy in the country. Predicated upon the historical-institutional details of the development of welfare programs, this article examines and elucidates how the instrumentalization of welfare policy-making since the onset of state-led industrialization and the progress of electoral democracy since the democratic trans

Making Policy with Bureaucrats and Experts: The Dilemma of Citizen Members in the Participatory Pension Reforms in Japan
Sunil Kim
SJR Q2Japanese Journal of Political Science

Abstract Documenting how the Japanese state responded to increasing social discontent during initiation of unpopular welfare reforms, this study examines the factors that hindered the political empowerment of civil society despite the timely introduction of participatory policymaking institutions. The Japanese government opted in the early 2000s to introduce a participatory method to initiate the unpopular pension reform. Deliberation councils were established to encourage open discussions among

The Rational Origin of Irrational Instability: Rising American Populism and its Political Ramification in Northeast Asia
Sunil Kim
East Asian Policy

This study discusses the rise of populism in the United States and its political ramification in the Northeast Asian region, surrounding the recent North Korean nuclear crisis. Rather than simply blaming the irrational behaviours of political leaders, this study argues that their different political preferences originating from their background as well as the demographic nature of their core constituency are the fundamental sources of instability in the region. Unlike the conventional understand

The South Korean Economy
Sunil Kim, Jonson N. Porteux
Agenda Publishing eBooks

South Korea has the tenth largest economy in the world and is one of only two Asian members of the OECD. It has achieved this remarkable level of economic development since its independence from Japan in 1945. Indeed, it has achieved this transformation, exceptional for any postcolonial state, despite one of the most brutal fratricidal conflicts fought since the Second World War. Sunil Kim and Jonson Porteux chart this astonishing economic and political development and explain the puzzle that is

The Evolution and Institutionalization of Violence Entrepreneurism: A Theoretical and Empirical Analysis of the South Korean Case
Sunil Kim, Jonson N. Porteux
SJR Q1Critical Asian Studies

South Korea, recognized for its advanced democratic status, has demonstrated significant political developments since the democratic transition in the late 1980s. But political violence persists, contrary to theoretical expectations that such violence declines with state-building and democratic consolidation. This study investigates the anomaly of this persistent state-tolerated, and at times sponsored, non-state political violence, exploring the complex relationship between the South Korean sta

The Gospel and Praxis

Reforming Pension with Pensioners: Social Dialogue and the Politics of Developmental Welfarism in Japan and Korea
Sunil Kim
eScholarship (California Digital Library)OA

Reforming the public pension system is one of the tough quandaries of welfare states due to progressive aging of the society and economic downturn. To make pension reform fiscally sound and sustainable, benefits must be cut while contributions must be raised. Apprehending popular opposition, governments have introduced the idea of social dialogue in carrying out this unpopular reform by installing participatory policymaking bodies in order to achieve consensus among political parties, interest g
