최근 한국에서 ‘적극행정’에 대한 논의가 활발히 전개되고 있다. 그러나 그에 대한 공공철학적토대에 대한 논의는 아직 미흡한 상태에 있다. 이 논문에서는 기존의 논의와 처방이 통제 중심시각에서 이루어지는 것의 한계를 지적하고, 공익실현 중심 시각에서 접근할 필요성에 대해 논의한다. 헤겔, 베버, 윌슨의 고전적 관료관, 그리고 신행정학과 생태론을 포함하는 현대적 관료관을 각각분석하여, 적극행정이 전제하고 있는 공익실현적 관료의 철학적･윤리적 기반을 모색해 본다. 그결과 고전적 및 현대적 관료관으로부터 적극행정을 긍정하는 다양한 철학적･윤리적 기반을 시사받을 수 있으나, 그 한계에 대한 시사 또한 간과할 수 없음을 확인한다. 이어서 관료가 현실에서처하게 되는 원자론적 혹은 구조론적 맥락에 따른 적극행정의 실천방향에 관해 논의한다. 결론적으로향후 적극행정의 실천은 한국이 처한 시대적 맥락과 관료가 처한 제도적 맥락을 동시에 고려하면서 모색되어야 함을 지적한다.
