Professor Tae-hyun Choi's research lab focuses on collaborative governance, public sector innovation, and the dynamics of organizational learning in complex policy environments. The lab investigates how public organizations can achieve sustainable innovation through balanced exploration and exploitation of knowledge, while emphasizing deliberative processes and stakeholder engagement. Using computational modeling and simulation, the lab explores conditions under which collaborative decision-making leads to equitable and effective outcomes in diverse, conflict-laden settings.

한국의 정치행정문화에서 민본사상은 매우 강력한 통치문화의 기반을 제공하고 있다. 최근에는 민주주의에서민본사상의 의의와 한계에 대해 꾸준히 논의가 전개되고 있다. 이처럼 한국사회와 학문 공히 영향을 미치고있는 민본사상이 현대 민주 행정에 가지고 있는 적실성을 면밀히 검토할 필요가 있다. 이 논문의 목적은 민본사상이 민주주의와 함께 현대 행정학의 반응성 개념의 이론적 난제들에 어떤 함의를 제시할 수 있는지를 비판적으로 검토하고, 이를 통해 관 주도의 행정/정책 문화가 제도화된 한국 행정에서 민본사상의 문화적 요소들이 가지고 있는 실천적 쟁점들을 드러내는 것이다. 이 논문에서는 ‘민’의 의미, 민의 필요를 파악함에 있어서민과 행정의 관계, 그리고 반응성의 평가를 중심으로 반응성의 이론적 논점들을 파악한 후 민본사상과 민주주의가 이러한 논점들에 어떤 대답을 제시할 수 있는지 분석하였다. 분석 결과 민주적 행정의 맥락에서 행정의반응성 이해의 어려움에 대해 민본사상 역시 민주주의와 유사한 문제

적극행정의 철학적・윤리적 토대의 검토: 가능성, 한계, 그리고 맥락

최근 한국에서 ‘적극행정’에 대한 논의가 활발히 전개되고 있다. 그러나 그에 대한 공공철학적토대에 대한 논의는 아직 미흡한 상태에 있다. 이 논문에서는 기존의 논의와 처방이 통제 중심시각에서 이루어지는 것의 한계를 지적하고, 공익실현 중심 시각에서 접근할 필요성에 대해 논의한다. 헤겔, 베버, 윌슨의 고전적 관료관, 그리고 신행정학과 생태론을 포함하는 현대적 관료관을 각각분석하여, 적극행정이 전제하고 있는 공익실현적 관료의 철학적・윤리적 기반을 모색해 본다. 그결과 고전적 및 현대적 관료관으로부터 적극행정을 긍정하는 다양한 철학적・윤리적 기반을 시사받을 수 있으나, 그 한계에 대한 시사 또한 간과할 수 없음을 확인한다. 이어서 관료가 현실에서처하게 되는 원자론적 혹은 구조론적 맥락에 따른 적극행정의 실천방향에 관해 논의한다. 결론적으로향후 적극행정의 실천은 한국이 처한 시대적 맥락과 관료가 처한 제도적 맥락을 동시에 고려하면서 모색되어야 함을 지적한다.
