研究室紹介

Professor Yongseok Seo's research lab specializes in foresight-driven governance, digital health innovation, and secure multimedia signal processing. The lab explores anticipatory governance frameworks to enhance policy resilience, particularly in public health crises like the COVID-19 pandemic, while advancing digital technology applications in healthcare systems. It also develops robust watermarking techniques using discrete wavelet transforms and quantization index modulation for image security and integrity. The lab’s interdisciplinary work bridges policy science, information technology, and health systems research.

Anticipatory governance for newcomers: lessons learned from the UK, the Netherlands, Finland, and Korea
Kyungmoo Heo, Yong-Seok Seo
SJR Q1European Journal of Futures ResearchOA

Abstract Anticipatory governance (AG) is defined as a “system of systems” that employs foresight to create future plans and execute relevant actions. Recently, various frameworks of AG have been introduced, but there is little practical information available for newcomers on how to do this. This research conducted a framework-based comparative country analysis to provide lessons learned for newcomers in the sphere of foresight-linked AG. By evaluating the AG levels of Finland, the UK, the Nether

Searching for Digital Technologies in Containment and Mitigation Strategies: Experience from South Korea COVID-19
Kyungmoo Heo, Daejoong Lee, Yong-Seok Seo, Hyeseung Choi
SJR Q1Annals of Global HealthOA

Background: Korea has achieved health policy objectives in pandemic management so far, namely minimizing mortality, flattening the epidemic curve, and limiting the socio-economic burden of its measures. The key to the Korean government's success in combating COVID-19 lies with the latest digital technologies (DTs). The prompt and effective application of DTs facilitates both containment as well as mitigation strategies and their sub-policy measures. Methods: This article uses an experiential ana

A secure watermarking for JPEG-2000
Yong-Seok Seo, Minsu Kim, Ha-Joong Park, Ho-Youl Jung, Hyun‐Yeol Chung, Young Huh, Jae-Duck Lee

We propose a discrete wavelet transform (DWT) based watermarking method, which can be conveniently integrated in the forthcoming JPEG-2000 baseline. Conventional DWT-based watermarking techniques insert a watermark into the coefficients after the transform is completed, while the proposed method inserts a watermark into the coefficients obtained from the ongoing process of lifting for DWT. The proposed method allows us to determine selectively frequency characteristics of the coefficients where

A critical juncture in universal healthcare: insights from South Korea’s COVID-19 experience for the United Kingdom to consider

SJR Q1Humanities and Social Sciences CommunicationsOA

Abstract Universal healthcare systems have undergone a severe stress test in the form of the ongoing COVID-19 pandemic. With respect to the system-embedded allocation of decision-making powers and responsibilities among actors, different modalities have been revealed in the COVID-19 responses of South Korea and the UK, respectively. This article compares and analyzes how these two countries’ healthcare systems have reacted to COVID-19. Although both have implemented similar responsive measures,

National Foresight in Korea: History of Futures Studies and Foresight in Korea

World Futures Review

Public interests in coming futures of Korea continue to be increasing. Fears on uncertainties and pending challenges as well as demands on a new but Korea-own development model trigger a quantitative increase of futures research and relevant organizations in both public and private. The objective of this paper is to review history of futures studies and national development plan and strategy linked with foresight along with its challenges and recommendations. This paper identifies drawbacks and

QIM Watermarking for Image with Two Adaptive Quantization Ste-sizes
Yong-Seok Seo, Won-gyum Kim, Young‐Ho Suh, Wongeun Oh, Chi-Jung Hwang
International Conference on Advanced Communication Technology

This paper proposes a QIM watermarking scheme for a digital image with two adaptive quantization step-sizes. After calculating an edge map of the image, in a flat region a small step-size is applied and in an edge region a large step-size is used. The threshold between flat and edge is decided empirically and watermark blocks are embedded repeatedly into the image using different step-sizes. In the detection process, we show how to estimate the threshold value by ACF (auto-correlation function).

Economic Analysis and Evaluation of Disaster Prevention Projects in Consideration of Indirect Benefits

Korean Society of Hazard MitigationOA

In order to derive accurate investment priority results for current disaster prevention projects, it is necessary to introduce a methodology that has improved upon the existing economic evaluation model. In this study, we used the Korean damage and loss function, which was newly developed in an R&D project of the Ministry of the Interior and Safety (MOIS). In the case of indirect benefit calculations, indirect benefit items that can be calculated for cost value were selected and developed to be

What Lies between the Religious and the Secular?: Education beyond the Human
Yong-Seok Seo
SJR Q1Journal of Philosophy of EducationOA

The current age is characterised by many as secular, and a source of such a characterisation can be found in the Nietzschean claim that thoughts about there being some ultimate reality have to be jettisoned, and human existence and the world need to be embraced as they are. That claim is renewed by some secular thinkers who insist that education has to be reconceived in ways congenial to the new age. It is argued that central to their logic is the dichotomy between the religious and the secular

Developments of real-time monitoring system to measure displacements on face of tunnel in weak rock

Journal of Korean Tunnelling and Underground Space AssociationOA

In the present study, a face safety monitoring system was developed that will enable judging collapse risks on faces during tunnel construction to secure workers' safety. This system enabl
