研究室紹介

Professor Young Jun Choi's research lab focuses on social policy innovation in the context of aging societies and economic transformation, with a particular emphasis on social investment, long-term care insurance, and evidence-based governance. The lab investigates how welfare states navigate the tensions between developmentalism, Confucian values, and global social policy trends, especially in East Asian contexts. It also explores the social risks emerging from crises such as the COVID-19 pandemic and the role of administrative decision-making under uncertainty. The lab integrates comparative, empirical, and normative approaches to analyze the interplay between institutional design, equity, and policy effectiveness.

Farewell to old legacies? The introduction of long-term care insurance in South Korea
Jin‐Wook Kim, Young Jun Choi
SJR Q1Ageing and Society

ABSTRACT South Korea has been experiencing unprecedented socio-economic transformations in which an ageing population is widely regarded as a key challenge. As an unlikely consensus on state intervention in care has emerged since early 2000, South Korea has achieved rapid development of welfare state programmes. The introduction of long-term care insurance (LTCI) in 2008 is one of the important steps. However, it is still highly debatable whether the Korean welfare state has departed from its pa

From “new social risks” to “COVID social risks”: the challenges for inclusive society in South Korea, Hong Kong, and Taiwan amid the pandemic
Young Jun Choi, Stefan Kühner, Shih‐Jiunn Shi
SJR Q1Policy and SocietyOA

Abstract The coronavirus disease (COVID-19) pandemic has created tremendous hazards to people worldwide. Incidence, hospitalization, and mortality rates have varied by individual and regional socioeconomic indicators. However, little is known about the indirect social and economic losses following the COVID-19 pandemic and to what extent they have disproportionately affected different groups of people. Building on the traditional conceptualizations of “old” and “new social risks,” this article t

Does social protection crowd out social investment?
Yun‐Young Kim, Young Jun Choi
SJR Q1Policy and SocietyOA

In this era of austerity, while there are significant fiscal pressures on social protection programs particularly on cash benefits, there is increasing rhetoric concerning the ‘social investment turn.’ Yet, some scholars question whether social investment policies are actually expanding. The evidence is not sufficiently apparent, and others question whether social protection policies have actually crowded out social investment policies. So far, few systematic studies have examined this issue. Th

Contrasting approaches to old-age income protection in Korea and Taiwan
Young Jun Choi, Jin‐Wook Kim
SJR Q1Ageing and Society

ABSTRACT Old-age income security has become one of the most important social policy issues in two East Asian emerging welfare states, South Korea and Taiwan, as they transform at a remarkable pace into societies with a representation of older people approaching that of western countries. During the last two decades, the two countries have developed different forms of social protection for older people. South Korea has expanded social insurance pensions with means-tested benefits, whereas Taiwan

When flexibility meets familialism: Two tales of gendered labour markets in Spain and South Korea
Margarita León, Young Jun Choi, Jong-soon Ahn
SJR Q1Journal of European Social Policy

Korea and Spain share crucial labour market and welfare state characteristics that converge to produce similar outcomes: strongly dualized labour markets, weak social protection, and features that are archetypical of familialist states. Labour market flexibility in both countries has recently increased through unusually high levels of temporary employment. Yet, when we analyse female labour force participation, we observe a significant divergence: Korean women interrupt their participation in th

Innovation and welfare: the marriage of an unlikely couple
Jun Koo, Young Jun Choi, Iljoo Park
SJR Q1Policy and SocietyOA

Studies on innovation and welfare are seemingly unrelated and, currently, scholars of innovation and welfare form distinctive groups. However, recent developments in the fields of business and psychology suggest that a social safety net and the positive mental assets that can be developed by implementing carefully designed welfare programs may stimulate innovative activities within a country. Further, they are closely connected due to their contribution to economic growth, which forms the centra
