재직기간과 공공서비스동기: 입직경로의 조절효과

기존의 공공서비스동기(PSM) 연구는 주로 횡단면 설문자료를 통해 분석되었다. 이 경우, 내생성이나 동일방 법편의 등의 문제가 발생할 가능성이 크다. 본 연구는 이러한 문제점을 극복하기 위해 시간적 특성을 반영하는 재직기간을 주요 변수로 활용한다. 다만, 공무원의 재직 시 경험은 입직계급과 소속기관에 따라 달라질 수있다는 점에서 입직경로를 통해 이러한 재직기간의 효과를 구분해보고자 하였다. 분석결과, 입직경로에 따라 재직기간이 길어질수록 PSM에 미치는 효과가 다른 것으로 확인되었다. 구체적으로, 5급으로 입직한 공무원 보다 6급 이하로 입직한 공무원이, 중앙부처로 입직한 공무원보다 지방자치단체로 입직한 공무원이 재직기간에 따른 PSM 향상효과가 더 큰 것으로 확인되었다. 본 연구는 재직기간에 따라 누적된 직무경험이 PSM에 차별적인 영향을 줄 수 있다는 것을 보여주며, 이에 따라 개별 공무원의 PSM을 고양시키기 위해서는 기존의 상위직급이나, 중앙으로 입직한 공무원들의 직무경험에
