노무현 교수의 연구실은 기후변화 대응을 위한 환경정책 및 시장 기반 환경조정 메커니즘의 효과성과 효율성을 분석하는 데 초점을 맞추고 있습니다. 특히 탄소배출권 거래제, 기후공학기금(CDM) 프로젝트의 저감비용 산정, 기업 수준의 온실가스 배출 효율성 평가 등에 기반한 정책적 시사점을 도출하고자 합니다. 연구는 기후 정책 설계에 실질적인 기초 자료를 제공하기 위해 실증적 데이터와 경제모델링을 융합합니다.

미국의 261개 제1단계 아황산가스 배출규제대상 발전기는 1990년 대기정화법에 의해 아황산가스 배출을 제1단계 기간(1995-1999)에 백만BTU연료소비당 2.5파운드까지 감축해야 한다. 제1단계에는 아황산가스 배출권 거래제도가 도입되었기 때문에 동 제도가 효율적이라면 발전기 및 저감수단별 한계저감비용(MAC)은 배출권의 시장가격과 일치할 것이고 저감수단별 차이도 없을 것이며, 따라서 발전기는 최소 비용의 배출저감을 실현했을 것이다. 그러나l 배출권 거래의 제한 등과 갈은 부적절한 규제나 불확실성으로 인해 저감비용이 최소화되지 못했을 가능성이 있다. 본 논문은 미국의 제1단계 규제대상 발전기의 비용함수를 추정하고, 추정계수를 이용하여 각 저감수단별 한계저감비용을 계산했다. 추정결과에 의하면연료전환수단과 배출권구매수단을 채택한 발전기 그룹의 한계저감비용(각 $88/SO2, $77/SO2)은 배출권의 실제 시장가격($82/SO2)과 큰 차이가 없지만 탈황수단과 기타수단 ($621/S
