15Online fiscal transparency is a concept to describe a government’s practice to disseminate financial information on their websites. In this research, we apply the Technology-Organization-Environment (TOE) framework to examine the determinants of online fiscal transparency in U.S. states. Using a panel dataset of all 50 U.S. states from 2010 to 2016, we find that the overall development of digital government is positively related to online fiscal transparency. We also find that short-term financi
Governance systems continue to become more networked, collaborative, and interdependent. A computational approach to understanding and capitalizing on the complexity of such systems can provide invaluable insights on managing and enhancing performance. Building upon a complex adaptive systems view, this article demonstrates the use of computer simulation modeling to understand performance in networked governance systems and inform practitioners on how benefits can be harvested from the evolution
State government's role in monitoring local governments’ fiscal distress gained importance after several local financial crises. Although many states have implemented state monitoring systems, the effectiveness of these systems has not been well understood. Using the case of the New York State, we conducted a regression discontinuity analysis to examine the effect of fiscal stress labeling on local governments. We find some evidence to support that fiscal stress labels lead local governments to
Abstract In recent years, a growing number of capital market professionals have projected a low-return environment in US investment portfolios – where returns in most asset classes are expected to drop below historical rates. While these specific forecasts may not fully materialize, it is natural for cyclical investment markets to go through extended periods of lower returns, creating significant risks for public pension systems which rely on investment returns to sustain their long-term solvenc
Fiscal transparency is widely promoted as an effective means to achieve government accountability. Although scholars have explored various drivers of fiscal transparency, the relationship between a government’s financial condition and fiscal transparency has received less attention. This study explores this relationship based on signalling, blame-avoidance, and resource hypotheses. Presuming that following the best practices in financial reporting leads to a higher degree of fiscal transparency,
This study explores the local fiscal condition in South Korea, which is a fiscally centralized system. Upon reviewing the local fiscal management systems operated by the central government, we find that the central government monitors and evaluates local fiscal condition to exercise control over the local management practices rather than to achieve actual financial improvements. The study also conducts empirical analyses using panel data from all 243 local governments between 2012 and 2021. Resu
Disclosing financial information to the public is a widespread practice among state and local governments to promote transparency and facilitate informed citizen engagement. Despite its increasing prevalence, little is known about how such disclosure of government financial performance information influences voter behavior. To address this gap, this study examines school district budget referenda and investigates whether and how public disclosure of financial performance affects voter turnout an
Purpose Popular Annual Financial Reports (PAFRs) are used by US state and local governments to provide accessible and understandable financial information to citizens. In this paper, we draw on the boundary object theory to investigate how different features and uses of PAFRs shape citizens’ understanding of financial information and their attitudes toward the government’s decisions on revenues and expenditures. Design/methodology/approach To achieve this research goal, we conducted an online su
National unity is a matter of great concern for many countries around the world today. The study of policy evaluation is an important aspect of the study of national unity. The evaluation of policy implementation effects can help policymakers analyze whether there are problems in the formulation and implementation of the policy, thereby promoting further policy adjustments to better achieve national unity. This article adopts thematic searches and a systematic literature review as research metho
