최근 협력적 거버넌스의 경향에 따라 지방정부간 공동생산 및 계약에 의한 서비스 전달이 많이 이루어지고 있다. 하지만 지방정부간 자발적인 협력을 통한 공공서비스의 전달에 있어서 분권화된 시스템을 가진 미국의 지방정부구조에서는 외부성과 서비스의 특성 및 이에 따른 협력이라는 정부간 계약에서 발생하는 위험이 만들어내는 거래비용으로 인한 비효율성의 문제가 존재한다. 본 연구에서는 지방정부간 자발적인 서비스 공급 협력 연결망 탐색을 통해 내재적 원인 이외에도 관계적 원인으로서 과거의 정부간 협력의 경험이 어떻게 현재의 협력에 영향을 미치는지 동태적 협력연결망 구조를 분석하였다. 미국 플로리다 피넬라카운티(Pinella County) 지역의 15개 지방정부에 있어서 각각 특성이 다른 4개의 수자원 관련 협력서비스의 연결망 구조를 P* 분석방법을 통해 분석한 결과, 자산특정성이 높은 서비스 분야의 경우에는 인기도가 높은 지방정부로의 협력 연결망 구조가 협력의 지속에 중요한 요인이 됨을 알 수 있

행정 가치란 일반적으로 공무원들이 행정활동함에 있어서 지침으로 삼아야할 행동원리 또는 규범이자, 행정이 추구하는 방향이다. 현대행정학의 발달에서부터 정치행정 일원론과 이원론에 논쟁에 따라 민주성과 효율성이 행정의 주요가치로 등장하면서 지금까지 관리적가치와 정치적가치들이 주요한 행정의 가치로서 간주되어져 왔다. 하지만 최근 헌법재판소의 결정에 의한 행정과 정책의 최종결정이 판단되면서 실제 관료들이 추구하고 행동의 원칙으로 삼아야할 규칙으로서 헌법적가치의 중요성이 부각되었다. 이러한 문제인식하에 어떠한 본 연구는 행정의 가치들이 실제 공무원들에게서 인식되고 있으며, 그들 행정가치간에 상대적으로 중요성은 어떻게 인식되고 있는지에 관한 탐색적인 연구이다. 이를 위해서 기존의 선행연구들에서 21개의 행정가치들을 추출하고 Rosenbloom의 행정가치군 분류인 헌법적가치, 관리적가치, 정치적가치로 분류하여 계층화하였다. 이의 상대적 중요성과 행정가치간의 가중치 탐색을 위해서 계층적 분석과정기법

재정거버넌스 혹은 예산거버넌스는 의회와 행정부, 시민사회가 함께 재정운용을 통치하는 양식으로 정의할 수 있다. 하지만 현대국가에서 특히 우리나라에서도 행정부 주도의 예산과 재정운용이 이루어지고 있다. 1980년대 재정위기 이후 계속적인 세계 각국의 재정위기 상황 속에서 재정의 책임성 강화를 요구하게 되고, 이에 의회의 역할 강화를 위한 재정거버넌스 재설계 문제가 이슈가 되었다. 본 연구에서는 이러한 예산과정에서 적절한 예산통제가 이루어지고 있지 않는 현실 문제를 거래비용관점에서 고찰하고, 예산과정에서 책임성 강화를 위한 국회의 기능강화 방안을 고찰해보았다. 결과적으로 책임성 있는 재정통제와 의회중심의 효율적 재정거버넌스를 구축하기 위해서는 재정권한적인 측면에서 예산법률주의의 채택과 감사원의 국회이관, 거시예산 결정과정의 강화를 위한 사전예산심의제도의 강화, 예결위의 상임위로의 전환 등 국회의 제도가 재설계되어야 할 것이다. 또한 예산과정의 운영상에서도 예산의 생애주기 관리기능의 강화
