북극 거버넌스의 핵심은 북극권 국가들의 정부 간 고위급 포럼인 북극 이사회라 할 수 있다. 북극 이사회 내 국가 행위자인 회원국 고위급 대표들과 비국가 행위자인‘영구회원기구’모두는 자신들의 권위적인 지위, 특히 국가와 주민을 대표하는 정치적인 행위자로서 자신들의 권위적인 지위를 확보하려고 노력하고 있다. 북극 이사회의 영구회원기구인 원주민 조직들은 모든 북극 이사회의 고위급 회의와 장관회의에 대해 완전한 참여 권한과 협의 권한을 가진다. 이러한 활동을 통해 원주민 조직들은 자신의 이익을 대표하고 의사결정 과정에 영향을 미칠 수 있는 더 큰 기회와 발언권을 가진다. 그러나 북극 이사회 내에서의 가장 성공적인 권위의 행사는 주권과 국가적 논리에 뿌리를 둔 회원국 중심으로 운영되고 발전해 왔다. 원주민 조직들은 수용능력과 자금조달의 한계 때문에 국가의 자원과 지원에 의존해왔다. 그러나 회원국들은 그들 국민과 국익을 대변하는 것만으로는 그들의 권위를 만들어 낼 수 없다. 북극권 전체를 대변

표준은 지속가능개발목표를 달성하는 데 중요한 역할을 할 수 있는 기반이 되는 사회 제도이며 한 사회의 질서 확립에 기여하고, 비효율성을 줄여서 사회나 산업의 발전에 중요한 역할을 한다. 따라서 표준체계의 확립은 개발도상국 발전에도 토대가 된다. 특히 경제적인 측면에서 개발도상국의 제조 기업들이 국제 산업 가치사슬에 진입하기 위해서는 국제 수준의 환경, 품질 표준 및 인증을 획득하거나, 제품 품질을 담보할 수 있는 표준 및 인증 시스템을 개발하는 것이 필요하다. 이를 돕기 위해 무역원조(Aid for Trade)에서 표준 부문 원조의 중요성이 증가하고 있다. 또한 국제표준화기구들도 SDGs 달성에 기여하기 위해 다양한 노력을 경주하고 있다. 이런 배경에서, SDGs의 달성에 표준이 어떤 역할을 할 수 있을 것인가는 표준 및 표준화 연구의 지평을 넓히고, 새로운 표준 정책 아젠다를 발굴하는 데 기여할 수 있는 의미있는 연구 주제다. 또한 국내외를 통틀어 SDGs의 달성에 표준화가 기여했

본 논문은 영국 중동부지역의 고성장기업 육성을 위한 지원체계 구축과 성장기업 오너들의 리더쉽 함양과 기업경영을 보다 효과적으로 운영할 수 있도록 지속적으로 지원할 수 있는 조직운영체계를 분석하는데 목적을 두었다. 이러한 지원체계는 고성장기업들간의 상호협력 인적 네트워크를 통하여 활발하게 운영될 수 있다. 따라서 본 연구에서는 고성장기업육성 프로그램의 기존문헌조사 연구들과 정책지원 수요조사를 바탕으로 하여 맞춤형 기업서비스 프로그램을 개발하고 지원하며 이를 실행하는데 있어서 나아갈 정책프레임을 제시하고자 한다.

우리나라의 개발원조 규모는 양적, 질적으로 증가해왔다. 그리고 이에 맞추어 국제개발협력 사업을 수행하기 위한 우수한 인재양성과 일자리 창출에 기여하도 있다. 그럼에도 불구하고 여전히 국제개발협력분야의 일자리 부족은 중요한 이슈로 대두 되고 있다. 더욱이 공공부문과 개발NGO에 의존하는 국제개발협력 일자리 창출은 지속가능성의 측면에서 한계를 가진다. 이런 점에서 민간 개발컨설팅 생태계를 구축하여 국제개발협력분야의 일자리 창출전략을 고려해볼 필요가 있다. 이미 해외 선진국들은 민간 개발컨설팅 시장을 활용해서 양질의 일자리를 창출하고 있기 때문에, 우리나라도 이 점을 활용한다면 국제개발협력 분야 일자리 문제를 해결할 것으로 기대 된다. 또한, 국제개발협력분야에서 창출된 고용효과를 정량적으로 파악할 수 있는 고용영향평가 지표 개선도 요구된다. 이에 관하여, 본 연구는 해외 선진 공여국 5개국(독일, 일본, 호주, 영국, 덴마크)의 사례연구를 통해서 민간 개발컨설팅 산업 활성화와 국제개발분야

This paper analyzes how Korean government used ICT in education and estimates itsimpact on the competitiveness of human resources in meeting the challenges of theinformation age. The study proved that government policy has successfully integrated ICTin education. In addition, we proved that integrating ICT in education has substantiallyimproved the competitiveness of workforce, using ‘likert-scale self assessment’ surveyamongst school graduates in Korea.

본 연구는 한국의 미니클러스터 모델을 쿠바의 산업단지에 적용하여 쿠바 산업단지 활성화 방안을 마련하는 것을 목적으로 한다. 이를 위해 한국과 쿠바의 산업단지 및 클러스터에 관한 정책과 제도에 대한 분석과 쿠바의 정부 당국자와 산업단지 관리 임직원 그리고 대학교수 등 전문가와 주요 기업체 임원에 대한 심층면접조사를 실시하였다. 이를 토대로 본 논문은 쿠바의 산업단지 활성화 방안을 세 단계로 구분하여 제시하였다. 첫째, 산업단지에 산학연관 개방형 네트워크를 구축하는 방안이다. 혁신주체들 간 지식과 정보교류 및 협력과 경쟁이 창조와 혁신을 창출하여 지역경제성장 및 국가경제 발전에 기여케 하는 것이다. 둘째, 시장 환경 변화와 기업수요에 적합한 기업지원서비스 플랫폼을 제공하여, 기업경쟁력 제고와 지역경제 활성화에 기여케 하는 방안이다. 셋째, 외자유치를 통하여 지역에 지원되는 정부사업들의 체계적인 연계와 관리․조정․추진으로 새로운 가치사슬을 형성․발전시키는 방안이다. 이러한 방안을 토대로
