연구실 소개
기남훈 교수의 연구실은 공공행정과 정부조직의 효율성 향상을 중심으로, 공무원의 공공정서동기(Public Service Motivation, PSM)가 조직 행동과 정책 수립에 미치는 영향을 심층적으로 탐구합니다. 특히 PSM이 정보 공유, 벤치마킹 참여, 직무 만족도 등 다양한 조직적 행동에 어떻게 작용하는지 실험적·정성적 방법을 통해 분석하며, 정부 내 가치 내재화와 목표 명확성의 역할에 대해서도 집중 연구하고 있습니다. 지역 정부 간 협력과 네트워크 구조의 영향력에 대해서도 기초적인 이론적 틀을 제공하는 데 기여하고 있습니다.

We make use of the National Association of State Budget Officers’ (NASBO) State Expenditure Report which publishes expenditure data in different areas by state and federal government. 거래비용적 접근에 따르면, 정부의 서비스와 재화 생산 방식의 결정은 그 서비스와 재화의 자산특수성 및 측정 곤란성에 따라 결정된다. 기존의 연구들은 서비스나 재화의 앞선 두 가지 특성이 각기 다른 거래의 위험을 야기하며, 정부의 생산방식 (내부생산과 외부생산) 선택에 독립적인 영향을 준다고 기술한다. 하지만 본 연구에서는 위의 두 가지 특성이 동시에 고려될 때, 거래 위험의 본질이 더욱 정확히 이해될 수 있다고 주장한다. 이를 위하여 본 연구에서는 위 거래비용 특징들과 정부 공공서비스 및 재화 생산방식선택의 연관관계를 재해석하여, 두가지 거래비용의 특징들을 의무불이행 취약성이라는 개념으로 통합하였다. 본 연구의 경험적 분석 결과는 서비스와 재화의 의무불이행 취약성이 정부의 서비스 및 재화의 생산방식 결정을 설명하는데 더 나은 척도임을 증명하며, 나아가 본 연구의 이론적 주장을 뒷받침하고 있다.
