경사지의 붕괴는 지형, 지질, 토질 등의 내부적 요인이 다양함에도 불구하고 강우 시 발생빈도가 증가한다. 태풍이나 집중호우와 같이 강우에 관계되는 자연재해의 피해를 저감하기 위한 조기경보시스템의 구축과 붕괴를 예측하기 위한 연구가 다양한 기관에서 수행되고 있다. 예경보시스템의 신뢰도를 검증하기 위해서는 비탈면의 붕괴와 강우의 상관관계가 규명되어야 하며, 특히 붕괴 발생 시간과 강우 자료가 필요하다. 이 연구는 1999년부터 2011년까지 국내에서 발생한 경사지 붕괴 현장에 대한 문헌정보와 피해 지역을 답사하여 정확한 붕괴시간에 대한 조사를 수행하였다. 제시된 자료들은 자연재해 저감 연구에 필수적으로 요구되는 재해발생 지점의 공간적 위치와 재해 발생 시점의 누적강우량을 포함하고 있으며, 경사지 재해 위험지역의 효과적인 예방대책을 수립하기 위한 자료를 활용 될 수 있다.

정부수립직후에 과거청산을 위한 국민적 염원이 반영되어 반민족행위처벌법(1948. 9. 22.)이 제정되었지만, 별다른 성과를 이루지 못하고 폐지되었다는 것은 주지의 사실이다. 이후 최근에 역사적 자료에 근거하여 친일행위자의 인적범위를 규명하고, 특히 친일행위자의 재산을 국가로 귀속시키는 특별법이 제정되었다. 이것이 ‘친일반민족행위자 재산의 국가귀속에 관한 특별법’(2005. 12. 29.)이다. 이 법률에 근거하여 현재 친일행위자의 재산은 국가로 귀속되고 있는 실정이다. 그런데 국가귀속과정에서 다양한 법적 쟁점들이 발생하고 있다는 점에서 관련 쟁점들에 대한 면밀한 검토를 통하여 친일청산을 합리적으로 접근할 필요가 있다고 보여 진다. 2008년 1월 24일 현재 친일재산조사위를 상대로 제기된 소송은 친일파 후손이 낸 6건과 제3자가 낸 5건 등 모두 11건이다(한겨례신문 2008. 1. 25.) 본고는 현재 진행되고 있는 친일재산의 국가귀속과정에서 특히 문제가 되는 몇 가지를 중심으
