Health Care Utilization, Care Satisfaction, and Health Status for Medicare Advantage and Traditional Medicare Beneficiaries With and Without Alzheimer Disease and Related Dementias
Sungchul Park, Lindsay White, Paul Fishman, Eric B. Larson, Norma B. Coe
SJR Q1JAMA Network OpenOA

Compared with TM beneficiaries, MA beneficiaries had lower health care utilization without compromising care satisfaction and health status. This difference was more pronounced among beneficiaries with ADRD. These findings suggest that MA plans may be delivering health care more efficiently than TM, especially for beneficiaries with ADRD.

Trends in Use of Low-Value Care in Traditional Fee-for-Service Medicare and Medicare Advantage
Sungchul Park, Jeah Jung, Robert E. Burke, Eric B. Larson
SJR Q1JAMA Network OpenOA

This cross-sectional study found that use of low-value care was similarly prevalent in MA and TM, suggesting that MA enrollment was not associated with decreased provision of low-value care compared with TM.

Trends in Self-reported Forgone Medical Care Among Medicare Beneficiaries During the COVID-19 Pandemic
Sungchul Park, Jim P. Stimpson
SJR Q1JAMA Health ForumOA

The results of this cross-sectional survey study suggest that the COVID-19 pandemic may exacerbate existing barriers to care and lead Medicare beneficiaries to delay needed care. Policy makers must continue to identify effective means of meeting the forgone care backlog and maintaining continuity of care, especially for those with mental health problems.

Racial and ethnic disparities in access to and enrollment in high‐quality Medicare Advantage plans
Sungchul Park, Rachel M. Werner, Norma B. Coe
SJR Q1Health Services ResearchOA

OBJECTIVE: Racial and ethnic minority enrollees in Medicare Advantage (MA) plans tend to be in lower-quality plans, measured by a 5-star quality rating system. We examine whether differential access to high-rated plans was associated with this differential enrollment in high-rated plans by race and ethnicity among MA enrollees. DATA SOURCES: The Medicare Master Beneficiary Summary File and MA Landscape File for 2016. STUDY DESIGN: We first examined county-level MA plan offerings by race and ethn

Association of Health Insurance Literacy With Enrollment in Traditional Medicare, Medicare Advantage, and Plan Characteristics Within Medicare Advantage
Sungchul Park, Brent A. Langellier, David J. Meyers
SJR Q1JAMA Network OpenOA

Results of this study suggest that higher health insurance literacy-particularly, annual review and comparison of coverage choices-is associated with higher MA enrollment and choice of a particular MA plan. Policy makers should develop programs to encourage frequent review and comparison of coverage options for informed decision making.

SJR Q1Medical Care

OBJECTIVES: We examined changes in health care access and utilization associated with the Patient Protection and Affordable Care Act (ACA) for different Asian American subgroups relative to non-Latino whites (whites). RESEARCH DESIGN: Using 2003-2017 California Health Interview Survey data, we examined changes in 4 health care access measures and 2 utilization measures among whites and 7 Asian American subgroups. We estimated the unadjusted and adjusted percentage point changes on the absolute s

A Functional Coverage Metric for Estimating the Gate-Level Fault Coverage of Functional Tests
Sungchul Park, Li Chen, Praveen Parvathala, Srinivas Patil, Irith Pomeranz
Proceedings/Proceedings - International Test Conference

When functional tests are used for manufacturing testing, their quality for detecting manufacturing defects needs to be evaluated. Evaluating functional tests using a traditional gate-level fault simulation environment has several disadvantages. To alleviate them, we describe a functional level coverage metric for estimating gate-level fault coverage that has a high degree of correlation to gate-level coverage. We borrow concepts from simulation-based design verification by defining fault detect

Utilization of essential preventive health services among Asians after the implementation of the preventive services provisions of the Affordable Care Act
Sungchul Park, Jie Chen, X. Grace, Alexander N. Ortega
SJR Q1Preventive Medicine ReportsOA

Utilization of cost-effective essential preventive health services increased after the implementation of the Affordable Care Act's (ACA) provision that non-grandfathered private insurers provide cost-effective preventive services without cost sharing in 2010. Little is known, however, whether this change is also observed among Asians in the US. We examined patterns of preventive services utilization among Asian subgroups relative to non-Latino whites (whites) after the implementation of the ACA'

Rural Enrollees In Medicare Advantage Have Substantial Rates Of Switching To Traditional Medicare
Sungchul Park, David J. Meyers, Brent A. Langellier
SJR Q1Health Affairs

Medicare beneficiaries in rural areas may face challenges to gaining access to care, particularly if enrolled in Medicare Advantage (MA) plans with limited benefits and restrictive provider networks. These barriers to care may, in turn, increase switching to traditional fee-for-service Medicare among rural MA enrollees. Using 2010-16 Medicare Current Beneficiary Survey data, we found that switching from traditional Medicare to Medicare Advantage was uncommon among enrollees, both rural (1.7 perc

Alternative evaluation metrics for risk adjustment methods
Sungchul Park, Anirban Basu
SJR Q1Health Economics

Risk adjustment is instituted to counter risk selection by accurately equating payments with expected expenditures. Traditional risk-adjustment methods are designed to estimate accurate payments at the group level. However, this generates residual risks at the individual level, especially for high-expenditure individuals, thereby inducing health plans to avoid those with high residual risks. To identify an optimal risk-adjustment method, we perform a comprehensive comparison of prediction accura

Differences in Health Care Utilization, Process of Diabetes Care, Care Satisfaction, and Health Status in Patients With Diabetes in Medicare Advantage Versus Traditional Medicare
Sungchul Park, Eric B. Larson, Paul Fishman, Lindsay White, Norma B. Coe
SJR Q1Medical CareOA

OBJECTIVE: The objective of this study was to determine differences in health care utilization, process of diabetes care, care satisfaction, and health status for Medicare Advantage (MA) and traditional Medicare (TM) beneficiaries with and without diabetes. METHODS: Using the 2010-2016 Medicare Current Beneficiary Survey, we identified MA and TM beneficiaries with and without diabetes. To address the endogenous plan choice between MA and TM, we used an instrumental variable approach. Using margi
