조윤직 교수의 연구실은 공공부문의 조직 역동성과 인적자원 관리의 효과성을 중심으로 연구를 전개합니다. 특히 정부 공무원의 이직 의지, 몰입도, 조직 신뢰, 정의감 등 조직 행동과 관련된 핵심 요인들이 어떻게 형성되고 영향을 미치는지 분석합니다. 연구는 공무원의 정서적 노동, 내재적 동기, 리더십 신뢰성, 정의감 등 다양한 심리적·조직적 요인의 상호작용을 실증적으로 탐구합니다. 특히 연방정부 기관을 대상으로 한 대규모 데이터를 기반으로 한 정책적 시사점을 도출하는 데 초점을 맞춥니다.

서울시 신인사시스템에 대한 공무원 인식조사: 성과포인트제도와 현장시정추진단을 중심으로

정부의 비효율을 방지하고 행정서비스의 질을 높이고자, 공공부문에도 많은 민간관리기법이 도입되어 왔다. 특히 구성원 개개인이 조직의 성과와 경쟁력에 미치는 영향에 주목하여, 전략적 인적자원관리를 통한 성과관리가 큰 관심을 받아왔다. 이에 본 논문에서는 민선 4기 오세훈 시장 집권기에 시행되었던 서울시 신인사시스템의 내용을 살펴보고, 이에 대한 서울시 공무원들의 인식을 살펴보았다. 신인사시스템은 크게 고성과자를 대상으로 하는 ‘성과포인트제도’와 저성과자를 대상으로 하는 ‘현장시정추진단’으로 나눌 수 있는데, 이들 각각의 제도를 경험해 본 공무원들이 현재 어떠한 평가를 내리고 있는지 설문조사에 기반을 두어 연구하였다. 두 제도 모두 현재는 시행되고 있지 않지만, 그렇기 때문에 공무원들이 보다 객관적으로 응답할 수 있는 환경이 조성되었다고 볼 수 있으며, 향후 인사개혁 방안에 대한 함의를 도출해 볼 수 있다고 판단하였다. 분석결과, 두 제도 모두에 대해 부정적인 평가가 지배적인 것으로 나타
