최영준 교수의 연구실은 복지국가 이행과 사회투자 정책, 증거기반 행정의 실천적 적용을 중심으로 연구를 전개하고 있습니다. 특히 장기 요양보험 제도의 성격과 복지국가 형성 과정에서 유교적 가치와 발전주의적 국가주의가 어떻게 얽혀 있는지 분석하며, 사회적 위험과 불확실성 속에서의 정책 결정 메커니즘을 탐구합니다. 코로나19 패an데믹 이후 발생한 간접적 사회경제적 손실과 ‘코로나 사회 위험’의 구조적 특성에 대해서도 핵심적 연구 주제로 삼고 있습니다.

증거기반행정은 선진국 및 국제기구에서 주창하는 행정의 핵심적 패러다임으로 자리 잡고 있다. 증거의 양과 질이 증가하면서 합리적 행정결정을 내릴 수 있는 환경은 향상되고 있지만, 여전히 주요 행정결정을 둘러싼 사회적 갈등은 줄어들지 않고 있다. 본 논문은 행정환경에서 존재하는 불확실성에 주목 하면서, 불확실성이 어떻게 증거기반행정과 조화를 이루면서 효과적인 행정결정을 할 수 있는지에 대해 논의하는 것을 목표로 한다. 이를 위해서 서구를 중심으로 제기되었던 증거기반행정을 비판적으로 고찰하면서 장점과 그 한계를 검토하게 될 것이다. 다음으로는 증거, 멘탈모델, 그리고 불확실성 간의 상호작용을 기반으로 의견기반행정, 행정기반증거, 증거기반행정, 그리고 증거영향행정 등 네 가지 행정/정책 의사 결정 유형을 제시하고자 한다. 이후 네 가지 유형들 중 불확실성이 강한 행정환경 하에서 상이하게 나타나는 행정기반증거와 증거영향행정에 해당되는 한미 자유무역협정과 고리원전 사례를 탐색적으로 검토하면서
This themed issue entitled Social Investment in the Knowledge-Based Economy aims to investigate desirable policy packages of social investment for the knowledge-based economy, the interactions between policy and economic inequality, and political and institutional configurations that shape policies.
